  12. 12.  Judiciaries in Latin America have a long tradition of secrecy and opacity regarding its decision process, activities and general information.  Since the debate on open government, transparency, access to information and public disclosure of data occurs in a global scale, there is a new opportunity to incorporate best practices and promote implementation of open data. Transparency, access to information, open government and open data are key for good governance and the rule of law.
