Context <ul><li>NZ population 4.4 million </li></ul><ul><li>Geographical features – long narrow country, sparsely populated in parts, small rural and provincial towns – one large urban conurbation (one third of the population) </li></ul><ul><li>73 local authorities – 287 libraries – majority serve populations less than 50k </li></ul>

Context <ul><li>National Library of NZ – has no authority over public libraries </li></ul><ul><li>2003 Act – purpose is “to support and further the work of other libraries” </li></ul><ul><li>Funding for public libraries – from local property taxes – no central government funding in to librariies </li></ul>
