Brazil uses pesticides in agricultural production on a large scale as to achieve among all countries, the largest consumer market leadership as chemicals of high degrees of toxicity, which are dumped in planting and storage of cereals and horticultural crops. In protection of the right to health of the population and ecologically balanced environment, it must be ascertained to what extent the administrative police power and the right to information are employed by the State in respect to consumers and in obedience to the constitutional principles of the legal rulers of the country.
