Motivations & Research issues
In all phases of a disaster cycle, Rescue Management activity and real-world events generate huge volumes of data from heterogeneous sources. Therefore, keeping a global understanding of large scale emergency situation evolution is difficult.
More and more simulators exist in rescue management field (RoboCupRescue Project, SimGenIS…) => Re-use, adapt and combine these heterogeneous simulation components may: 1) reduce simulation development costs and time, 2) perform higher fidelity modeling and solve more complicated problems, 3) increase the realism of the decision making , and then allow rescuers to choose adequate rescue plans on a world-wide scale => high level of interoperability is needed => Standards can be included in certified technology solutions giving the opportunity for different components to cooperate effectively.
AIM : Reuse existing emergency management Models & Simulators to develop a Rescue Management System which is: Realistic, Reliable , Multi-faced … Interoperable, Reusable and Standardized
Contributions : Domain independent Framework
Three types of input components:
1) Model : maybe BOM or not;
2) Simulation: maybe HLA or not;
3) Knowledge: maybe class meta-models or ontologies.
Components’ adaptation
1) A model whichis not conform to BOM must bemodified in accordance withthis standard. If it has not a corresponding simulation code, code generation must bedone.
2) A simulation whichis not conform HLA must bemodified in accordance withthis standard. If it has not a Model, wegenerateit in accordance with BOM standard [2].
3) Meta-models must betransformed to ontologies beforereuse. Ontologies are described using OWL files.
Modeling
Selected BOMs are composedinto a Mega-BOM (a BOM assemblythatrepresents a composition of BOMs that can result in a Federation Object Model (FOM), Simulation Object Model (SOM)).
Simulation implementation
The Mega BOM isused to generate the FOM of the federation. This FOM isthenintegrated in eachfederate.
Eachfederate has eachownontology, a mapping betweenfederates’ontologies and a referenceontologyfacilitates exchange of messages and communication betweenfederates.

Result: Development of a domain-independent framework in accordance with HLA (High Level Architecture), BOM (Base Object Model), and MOF (Meta Object Facility) standards whichisapplied to Rescue Management Field.
Future work:1) Validate all steps of the framewok;
2) Make experiments withReManLAS;
3) Include additional components;
4) Deploy distribution and scalability.
