This campaign aligns with the mission of the White House“Strengthening Our Military Families Initiative,” to promote family resilience. Commander, NavyInstallations Command (CNIC) developed the campaign to bring awareness to the positive im-pact fathers have on the lives of their children and how the NPSHVP can help meet the individualneeds of fathers. One of the campaign’s goals is to heighten awareness that active parentingrequires more than providing financial support. They feel the effects of deployments, separations and movingevery two to three years; starting over with little or no input in the matter. They are of-ten required to pick up, pack up and move across the country or maybe even overseas.Military Youth on the Move (MYOM) is here to help. MYOM is a Department of Defensewebsite designed to make PCS moves easier for school age military kids. This websitewas designed to support children of military service members who were making aPermanent Change of Station (PCS) move. The website is for all school-age children andtheir parents. Information is divided into age-appropriate sections of Kids (ages 6 to 8),Preteens (ages 9-12), Teenagers (ages 13 to 17) and Parents, and is written on a level thateach age group can easily read and understand. MYOM is an easy-to-use website withgood basic information covering a range of topics that are very relevant to military fami-lies. With the podcasts, videos and networking groups that are available in conjunctionwith the site, it is definitely worth a visit.There are even opportunities for militaryteens in the Pacific Rim. This is the perfectchance for teens to experience the out-doors as they never have before!Each camp offers a unique outdoorexperience that will allow them to buildleadership, self-confidence and teamworkskills while participating in activities likecamp cooking and archery.Camps for youth with special needs arealso planned in Vermont and New Hamp-shire. There is something for everyone! teenadventure campsMilitary teens (14-18 years old) will have anopportunity to participate in adventurecamps being offered through February2014 for FREE (transportation costs arealso covered). These high-energy, high-adventure and high-experience campsare planned across the United States fromMontana to Maine and from Coloradoto Georgia as well as states in between.Have Book-Will Travel!In June 2013, DOD MWR Libraries willlaunch their 4th Annual Summer ReadingProgram, Have Book-Will Travel! Over thenext few months, MWR libraries aroundthe world will host a range of free activi-ties for children, teens and adults thatencourage and support a love of reading.Participants also get the chance to winprizes for reaching their reading goals.The focus of HaveBook-Will Travel! isfun, but there is also aserious side to summerreading. Research hasshown that readingover the summer helpsprevent what educators refer to as “thesummer slide,” where developing read-ers lose the skills they have developed(continued on next page)during the schoolyear because theydo not continueto practice them.Studies also showthat students whoread recreationallyoutperform those who do not. DOD extends benefits to same-sex partnersOn February 11, the Department of Defense announced the extension of benefitsto same-sex partners to ensure fairness and equal treatment to the extent allowableunder the law. According to Rear Admiral Tony Kurta, Director, Military Plans and Policy,these benefits will be available by October 1. To qualify, Sailors and their same-sexdomestic partners will be required to sign a Declaration of Domestic Partnership at-testing to the existence of their committed relationship. Service members will file thedeclaration at their Personnel Support Detachment (PSD), where a DD Form 1173 (“de-pendent” ID card) will then be issued, allowing access to benefits. Children of same-sexdomestic partners will also qualify for the ID card and benefits.Some of the benefits that will be extended to same-sex domestic partners and fami-lies include:Last year, DOD families read for over13.2 million minutes during summer2012’s Reading is So Delicious, shatteringprevious reading totals by over 2 mil-lion minutes. Employment andTransition CornerSpouses Who PCS May Have Preferencefor Federal JobsWe wrote about this last year, and as summerapproaches, we think it is a good idea to revisitthis employment strategy. If your active dutyservice member is relocating with permanentchange of station (PCS) orders, you may havepreference for federal employment. Thislittle-known provision authorizes the hire ofeligible spouses for federal positions. It is calledthe Preferred Placement Program for Spouses,also known as PPP-S or Program-S, and you donot have to be a current or previous federalemployee to have this opportunity!To be eligible, you must register for Program-Sat your local Human Resources Office (HRO).Additionally, you must have been married toyour service member before the PCS, and youmust be accompanying your spouse to the newassignment. The job you are applying for has tobe within the new commuting area, and youhave to be among the “best qualified.”For more information, discussesthe preference. The federal Office of PersonnelManagement (OPM) has a Q&A about Program-S, but it is complex to read. Would you be ready?Disaster preparedness is a key element in helping ensure the safety and well-being ofyou and your family in the event of a disaster. During the month of June, take the timeto assess whether you and your family are prepared.Beinformed. Find out what disasters are most likely to happen in your area andthe history of their occurrence. Check to see if your city/county has an emergencypreparedness website. Local emergency management offices can help you identifythe potential hazards and make recommendations for you and your family.Become familiar with different ways to reachevacuation routes and know whereemergency facilities are located.Incorporate what you learn intoyour family’s emergency plan.Haveaplan.Talk with your familyabout different disasters and whataction to take for each of them.Establish a family communicationplan and designate a meetingplace. You should also select oneor two out-of-state contacts withwhom you can “check in” and makecontact cards with important phone numbers for everyone to carry. Make it apoint to practice your plans, especially if you have children.Buildakit. Having a disaster supply kit for your home and vehicle will permit you toevacuate more quickly and help ensure that you and your family can meet your basicneeds. Review both and to find out what sup-plies you should have in your kit. You will be able to find emergency kit shopping listsas well as other useful information.Everyone should know what to do, where to go and what to take in the event of anemergency. Preparedness is your duty and responsibility. The time and effort youand your family invest in planning will make a difference in your ability to handle anypotential emergency situation and will help all of you to stay safe.
