The Ministerial Understanding on ASEAN Cooperation in Rural Development and Poverty Eradication, signed in 1997, established the ASEAN Ministers on Rural Development and Poverty Eradication (AMRDPE) that is committed to eradicate poverty and work towards creating a caring society in the ASEAN Member Countries.

MWSS-LWUA Complex, WSTC Building, Katipunan Avenue, Balara, Quezon City Telephone Nos.: (632) 426-5028, 426-5019, 426-4956, 426-4965 Fax No.: (632) 927-9838 www.napc.gov.ph Office of the President of the Philippines NATIONAL ANTI-POVERTY COMMISSION A A 11TH ASEAN Senior Officials Meeting On Rural Development and Poverty Eradication (ASEAN - SOMRDPE) and its Related Meetings Date : June 16 - 19, 2014 Venue : South Palms Resort, Panglao Island, Bohol Background The Ministerial Understanding on ASEAN Cooperation in Rural Development and Poverty Eradication, signed in 1997, established the ASEAN Ministers on Rural Development and Poverty Eradication (AMRDPE) that is committed to eradicate poverty and work towards creating a caring society in the ASEAN Member Countries. A Framework Action Plan on Rural Development and Poverty Eradication thus was adopted to strengthen and coordinate cooperation in achieving the vision of progressive, prosperous, and self-reliant rural communities in the region. Through the 1997 Ministerial Understanding, the AMRDPE agreed to convene the ASEAN Senior Officials Meeting on Rural Development and Poverty Eradication (SOMRDPE) at least once a year. Part of SOMRDPE’s functions is to plan, coordinate, monitor, and evaluate the implementation of policies and programs adopted by the AMRDPE. It is also their responsibility to encourage and enhance collaboration with governmental organizations of the ASEAN that takes on rural development and poverty eradication with regional and international organizations, the private / business sector, and non-governmental / people’s organizations in the Southeast Asian region. The 5th SOMRDPE in 2005, believed that collaboration with China, Japan, and South Korea should be pursued under the ASEAN Plus Three Cooperation framework to provide an Asia-wide dimension in confronting poverty. The Plus Three Countries would be engaged by building partnerships through technical assistance, and through learning and sharing of experiences on poverty alleviation. Since 2008, the SOMRDPE + 3 has been regularly held back-to-back with the meeting of the senior officials on rural development and poverty eradication. The ASEAN Forum on Rural Development on Poverty Eradication is another meeting held back-to-back with the SOMRDPE. It is a venue where representatives of governments and civil society organizations from ASEAN discuss issues of common concerns on rural development and poverty eradication. The conduct of the forum is included in the Framework Action Plan on Rural Development and Poverty Eradication (2011–2015).

The agency leading the preparation of the activities for this event is the National Anti- Poverty Commission Secretariat which is the official representative of the country to the SOMRDPE. Program of Activities Date ASEAN Meeting Day 1 June 16, 2014, Mon 3rd ASEAN Forum on Rural Development and Poverty Eradication Day 2 June 17, 2014, Tue 11th Senior Officials Meeting on Rural Development and Poverty Eradication (SOMRDPE) Day 3 June 18, 2014, Wed Study Tour Day 4 June 19, 2014, Thur 11th SOMRDPE, 7th SOMRDPE Plus Three Participants The main participants are the Senior Officials in charge of poverty alleviation and rural development in the 10 ASEAN Member States (AMS). Each AMS is welcome to send Ministers and Senior Official delegates to take part in the event. Representatives from partner countries, South Korea, Japan, and China will be present for the ASEAN + 3 Meeting. Civil society organizations from the 10 AMS will also participate in the ASEAN Forum on Rural Development and Poverty Eradication.
