1. 1. RURAL WINGS Present by: XXX Date: XXX Municipality of: XXXXXX
 2. 2. What is the RURAL WINGS Project?

Rural Wings is a project that proposes to develop an

advanced learning platform through satellite technologies

in rural areas .

In the framework of the project more than 130 pilot

sites providing e-learning services via satellite will be

deployed within the European area.

 3. 3. The RURAL WINGS Objectives

Creating of a world-wide network of Learning Hubs in rural areas

Promoting digital literacy and reducing resistance to the use of new technologies

Introducing a new learning culture

Enable users in all levels to design, create, and learn in new ways, helping them to become more active participants in their communities

Special attention will be paid to Change Management and continuing training of the staff involved

Enhancement of the communication between rural communities

 4. 4. What RURAL WINGS Offers to Municipalities

Connection to the Rural Wings Satellite system

Both-way Internet Connection at least 128 Kbps or higher, 24 hours X7

One day of “Change management in municipalities” simulation game using the e-learning system

Internet platform for communication between rural communities

 5. 5. What Municipalities need to give/pay in return?

NOTHING!!

The project is ALL FREE OF CHARGE for you and being paid by the European Community!

NO DEPOSIT to pay for the hardware!

You can install the generic satellite yourself or pay for 2 hours work for an installer + travel for normal Installation

(about 700 EUR)

 6. 6. Change Management in Public Sectors will choose an appropriate cartoon
 7. 7. Change Management in Public Sectors

implementing change has become one of the key tasks of managers

in today’s changing world

..But with so many innovations, managing change processes and

making new things happen is often a difficult and sometimes

frustrating process.

‘ Resistance to change’ was found to be the most important factor for failure rate of large organizational changes

Failure, in this case, means that the targeted performance

improvements are not achieved as planned

The main problem emerges when we start moving from the still

relatively comfortable area of ‘knowing’ to the one of actually ‘doing’

 8. 8. Change Management in Public Sectors

A successful change management requires an understanding

of the dynamics of both diffusion and resistance of innovation

A practical experience is necessary to efficiently:

Diagnose the attitude of key individuals;

Identify and leverage both formal and informal networks;

Understand the specific cultural factors which determine success or failure

 9. 9. Change Management – the solution

Alternative approach to the development of change

management competencies.

‘ Learning by doing’ philosophy

Making it possible for groups of managers to experience the challenge

 10. 10. RCCM Simulation Overview

A multimedia learning tool

Dynamic, flexible tool, risk-free environment and FUN!

Participants implement a major change in a simulated organization

Participants experience different forms of resistance

The most effective way to understand the phases & processes of change in organizations

Expose senior managers to the strategic and operational issues of introducing, planning and implementing innovative projects in their environment

Learning experience that 'sticks' and gives real ongoing value

 11. 11. RCCM Simulation Overview

Participants will gain a number of insights and skills of change management , which are relevant to managers both in their role as change strategists and in their role as change agents:

Awareness of the tactical mistakes

Understanding of the major strategic traps

Well-structured thought process for change implementation

Reduce resistance and non-productive behaviors of employees in change projects

 12. 12. How Do you proceed from here?

Assign a local administrator to work with the Rural Wing

Fill in environment related questionnaire pre-installation

Schedule dates for: Satellite installation and Simulation

Invite decision-makers participants from the municipality

We look forward to hearing from you soon!!
