Facebook's tagging system is originally for tagging peoples pictured or mentioned in photo or posts, but has been used these days for "look at this" kind of notification.
Facebook's notification system by default tells all Friends if someone is tagged, even by strangers or spammers.

Combined... great and efficient way to spread spam in this Facebook era.

  • 7. Problem
    Even if the spammer got reported, it’s easy to make a new Facebook account.
    Probably Facebook only cared about user count for their valuation.
    Facebook never had White List option to fight against spams
    Including the age old Apps spam problem.
    It’s too troublesome to tell each and every sucker to set their privacy level
    Seems like regional problem, so whistleblower tech sites likely won’t raise the issue
