  2. 2. New Freedom <ul><li>New Freedom (5317) New transportation services, beyond the ADA, for people with disabilities in Greene, Miami, Montgomery and Northern Warren Counties. FY2007 = $181,911 was available. A first round of solicitations for this allocation was conducted in Fall 2008. Not all funds were awarded at that time. The remaining $73,846 is available to be awarded through this re-solicitation. </li></ul>

Population Trends, 2000 - 2030 <ul><li>Persons with disabilities: </li></ul><ul><ul><li>Small increase in Montgomery: + 6 % </li></ul></ul><ul><ul><li>Bigger gain in Greene County: + 28 % </li></ul></ul><ul><ul><li>Bigger still increase in Miami: + 61 % </li></ul></ul><ul><ul><li>Huge gain in Northern Warren County: + 138 % </li></ul></ul><ul><ul><ul><li>(parallels the gain in general population) </li></ul></ul></ul>

New Freedom Program Requirements <ul><li>Must be based on priorities identified in locally-developed Public Transit – Human Services Transportation Coordination Plan </li></ul><ul><li>Must be competitively selected </li></ul><ul><li>Require a 20% match for capital projects and a 50% match for operational projects </li></ul><ul><li>Transit agencies, non-profit organizations, governmental authorities, private providers of public transportation can apply </li></ul>

Competitive Selection Process <ul><li>Applications Were Due Wednesday, March 4, 2009, 4:00 PM </li></ul><ul><li>Project must meet an identified need from the Public Transit-Human Services Transportation Coordination Plan </li></ul><ul><li>To be scored by MVRPC staff and approved by the Board of Directors of MVRPC </li></ul>

Applications <ul><li>Four (4) applications were received </li></ul><ul><li>Projects are being evaluated for eligibility and ranked </li></ul><ul><li>MVRPC staff will meet with all applicants to better understand the projects and provide guidance </li></ul><ul><li>Project duration or scope may change as a result of those meetings </li></ul>

Draft New Freedom Project List <ul><li>Volunteer transportation program (3 years) Requested: $32,910 (Greene CATS) </li></ul><ul><li>Coordination website and searchable Provider Directory (3 years) Requested: $8,576 (Greene CATS) </li></ul><ul><li>Greene County Travel Training Program for people with disabilities. (1 year) Requested: $7,233 (Greene CATS) </li></ul><ul><li>Special Transportation for Integrated Youth Services. (1 year) Requested: $25,127 (Greene CATS) </li></ul><ul><li>*minor modifications to specific projects may occur prior to submittal to FTA </li></ul>
