    2. JARC – New Freedom
      • JARC (5316) Job-related transportation for low-income individuals in Greene, Miami, Montgomery and Northern Warren Counties (FY2008 = $ 311,946 available, total application requests = $151,345)
      • New Freedom (5317) New transportation services, beyond the ADA, for people with disabilities in Greene, Miami, Montgomery and Northern Warren Counties (FY2008 = $ 196,510 available, total application requests = $42,540)
    3. Population Trends, 2000 - 2030
      • Persons with disabilities:
        • Small increase in Montgomery: + 6 %
        • Bigger gain in Greene County: + 28 %
        • Bigger still increase in Miami: + 61 %
        • Huge gain in Northern Warren County: + 138 %
          • (parallels the gain in general population)
      • Low-income persons:
        • Population loss in Montgomery: - 6.3%
        • Population gains in Greene and Miami: + 8 %
        • Huge gain in Northern Warren County: + 164 %*
          • (parallels the gain in general population)

    6. Program Requirements
      • Must be based on priorities identified in locally-developed Public Transit – Human Services Transportation Coordination Plan
      • Must be competitively selected
      • Require a 20% match for capital projects and a 50% match for operational projects
      • Transit agencies, non-profit organizations, governmental authorities, private providers of public transportation can apply
    7. Purpose of Solicitation
      • Ensure compliance with Federal funding regulations for Job Access Reverse Commute and New Freedom Funding
      • Identify viable projects that address needs identified in the Coordinated Plan for Greene, Miami, Montgomery and northern Warren Counties
      • Improve transportation options in the study area for low-income persons and persons with disabilities
      • Schedule for Applying for FY2008
      • JARC and New Freedom Funds
      • 08/12/2009 Sent out solicitation notice
      • 09/02/2009 Held “How to Complete Application” meeting
      • 10/09/2009 FY 2008 project applications due
      • 10/30/2009 Staff ranking of applications completed
      • 11/05/2009 Public Meeting on Recommended Projects
      • 11/19/2009 Projects submitted to TAC for endorsement
      • 12/03/2009 Projects submitted to Board for approval
      • 03/31/2010 Application to FTA completed for FY2008 funds

    11. Draft New Freedom Project List
      • High-capacity lift for one Greene CAT to accommodate heavier mobility devices and clients Request: $5253 (Greene CATS)
      • Outings for disabled riders from the Greene County Today Center and Greene County Greenewood Manor (Greene CATS) Request: $5700 over 3 years
      • Medical trips for disabled riders from the Greene County Greenewood Manor (Greene CATS) Request: $24,087 over 3 years
      • Greene CATS and Clark County-Springfield Coordinating Committee Coordinated medical trips for disabled riders from Xenia, Cedarville, and Yellow Springs (Greene CATS) Request: $7500
      • *minor modifications to specific projects may occur prior to submittal to FTA
    12. Final Approval
      • Project review is not complete – details of projects may be modified, some projects may be ruled ineligible for funding
      • All project recommendations are contingent on availability of matching funds, which cannot be Federal Department of Transportation funds
      • The Final Program of Projects must be endorsed by the Board of the Miami Valley Regional Planning Commission and approved by the Federal Transit Administration
