    2. Congestion Management Process Update
      • Updated 2007 Congestion Management Process Technical Report incorporates:
        • Current and future regional recurring and non-recurring congestion trends
        • Various congestion management strategies including public transportation, alternative transportation, traffic incident management, and ITS
      • Presented to MVRPC’s Technical Advisory Committee in May 2007 and to the Board in June 2007
      • Can be downloaded from MVRPC’s website at: www.mvrpc.org/tr/trCMP.php

    4. Integration into LRTP and PES
      • CMP is used in the evaluation process for project selection:
        • For inclusion in the LRTP
        • For funding through the CMAQ and STP program
      • MVRPC’s Project Evaluation System (PES) uses several criteria, including congestion, to measure a project’s merit for inclusion in LRTP, CMAQ and STP programs
      • The 2030 LRTP includes congestion management strategies and projects for highways, transit and MVRPC’s Sustainable Growth Initiative
    5. Non-Recurring Congestion in the CMP
      • Non-recurring congestion refers to congestion due to random occurrences or unplanned special events that cause sudden significant and unexpected delays
      • Analyses on the regional freeway network were conducted using:
        • Crash data
        • Construction records
        • Traffic volume measurements, and
        • Airwatch reports to determine current and future non-recurring congestion
      • Results indicate that many of the Region’s freeways may be experiencing significant travel delay due to non-recurring congestion
    6. Miami Valley Freight Movement Study
      • The Freight Study was updated in May 2006 and can be downloaded from MVRPC’s website at: http://www.mvrpc.org/lrp/freight_study.php
      • The Study includes:
        • Identification of trends in the freight industry,
        • Development of a regional freight transportation system profile, and
        • Analysis of regional freight movement.
      • Region’s two major highway corridors, I-75 and I-70, carry the largest amount of truck traffic in the Region
      • The Miami Valley Freight Movement Workshop identified several roadway segments in need of capacity improvements as significant obstacles to efficient movement of goods within the Region
    7. Dayton/Springfield FMS
      • The D/S FMS will:
        • Combine technological and operation solutions to reduce congestion
        • Enhance existing incident and traffic management activities, and
        • Provide timely and accurate traveler information to motorists
      • In 2008 ODOT installed the following technologies:
        • Cameras for observing traffic
        • Message signs over highways, and
        • Highway Advisory Radios that broadcast traffic advisories
      • Next Steps: MVRPC aims to collect and analyze freeway service patrol and FMS data on a regular basis to monitor congestion in the Region.
