    4. FORMULATION OF MSAA
      • 25 Sep 2006 - Lembaga Menteri Pertahanan has agreed with the formulation of SSAA for Malaysia and ;
        • State Airworthiness Authority - PTU.
        • The State Airworthiness Board formation - TPTU as Chairman.
        • Operational Airworthiness responsibilities remain unchanged and rest with each Service/Department.
        • State Technical Airworthiness Authority - ACoS Engineering (RMAF)
      • Develop a SINGLE STATE AIRWORTHINESS REGULATORY framework through a Joint Airworthiness Regulatory framework for State aircraft and Aeronautical Product.
      OBJECTIVE
      • Arrangement for assurance of State aviation safety through Joint Airworthiness Regulation,
      • Define an Airworthiness Authority (AA) responsibilities,
      • Manage the current arrangement between TDM, TLDM, TUDM, UUBPM and MMEA
      • Manage differences on TLDM and MMEA aviation requirements,
      • Regulate the Airworthiness for State Aircraft and Aeronautical Product.

    7. STATE Technical Airworthiness Authority (STAA)
      • ACoS Engineering (RMAF) -
      • Responsible to State AA and responsive Service Chief for Technical Airworthiness and Design Approval of State aviation system.
    8. Operational Airworthiness Authority (OAA)
      • Responsible to the State AA and their Service Chiefs for operational airworthiness within their respective command
    9. Direktorat Jeneral Teknikal Airworthiness (DJTA)
      • Responsible to State TAA for development of a regulatory framework for technical airworthiness management
    10. Additional Requirement
      • State TAA and will be responsible to the Service Chiefs (Via Service Chief Engineer) for regulation of TAM for State aircraft.
      • TDM, TLDM,MMEA and UUBPM engineering officers in the Joint Technical Airworthiness at DJTA, but with a clear line of communication to respective Service Chief or Director General through the respective Chief Engineer.
      • The importance of agreed flying standards for State airworthiness management and respective services/ department is to develop its own flying instruction to achieve the agreed standards.
    11. State Airworthiness Authority (SAA)
      • PTU –
      • Responsible for establishment, management and monitoring of regulatory framework
    12. Airworthiness Board (AB)
      • Chairman; TPTU
      • Members:, PANGOP, AKS Kej, OAA of other services (invited member) and DJTA
      • Responsible to State AA for:
        • Review the certification basis, Service Release and continuing airworthiness management for each type aircraft,
        • Review airworthiness management
        • Recommend to State AA for new or modified aircraft Type Certificate to be issued
    13. DJTA ORGANISATION DJTA DIRECTORATE OF JOINT TECHNICAL AIRWORTHINESS REGULATION DIRECTORATE OF AUTHORISATION & COMPLIANCE AIRWORTHINESS ENGINEERING REGULATION SYSTEM CERTIFICATION MAINTENANCE REGULATION TRANING REGULATION AIRWORTHINESS COMPLIANCE ASSURANCE QUALITY ASSURANCE
      • The current arrangements for flying safety are to remain within the current services/ department.
      • As Single State Airworthiness matures, the AA is to ensure a closer relationship between OAM, TAM and Flying Safety thus fostering a joint aviation safety environment.

      • A joint committee responsible for monitoring the performance of all three elements of the State Aviation Safety Management system (operation, technical airworthiness and flying safety system management)
