It is supposed to serve as a metaphor for institutions that don’t transform themselves, but try to make it look like they’re modern. One example could be the "use" of technologies in many schools, where key technologies are purchased at great expense, but misused, underused, or completely ignored. BTW, I took that picture in Miami a few years ago. Given the responses she elicited from people on the street, I believe the woman in the "bad ass" shorts was purposely juxtaposing imagery.
