  • 2. Globalization, Economic Downturn  and Education Policy • Globalization is reorganizing the world’s  economy and resources. • The economic downturn further reshuffles the  world economy and resources. • Education and education policy are not  independent variables in national systems
  • 3. The Role of Education Policy • A major instrument for a government to  intervene a nation’s critical activities • Provides  – Resources  – Opportunities – Fair competitions, and – Motivations • Global competition is often a competition of  national policy
  • 4. An Easier Policy Alternative • Increase input or monetary investment in  education • Most nations cannot afford this under the  economic downturn • Identify other alternative and innovative  policies—

Alternative 1: System Consideration • For nations with dominating public systems – Policy encouraging private system can create  competition resulting in quality education – Successful cases:  • China and Russia • US: Voucher system vs. Public System – Creating competition within Public system • US: Charter/Magnet Schools vs. Public Schools

Creating Competition within a System • Charter  schools: The US Case – A charter school has different rules, regulations,  and statutes from a state school • they will operate as autonomous public schools,  through waivers from many of the procedural  requirements of district public schools • a statutorily defined performance contract detailing  the school's mission, program, goals, students served,  methods of assessment, and ways to measure success • charter schools are accountable for student  achievement.
  • 8. Education Policy in China • By decentralizing financial responsibilities to  lower levels of government and connecting  education with productivity of the market, the  government shifted from its egalitarian goal of  education to the goal of pursuing social  efficiency.

Creating Competition Between Systems • Voucher System: The US Case – Using vouchers to allow parents to send children  to private schools at public expense. – Creating competition of student and public  funding for quality education. – The competitive effect of vouchers cause public  schools to improve as measured by test scores.
