    • Globalization 1.0 • 1492 until 1820 • Shrunk the world from a size large to a size medium • Spearheaded by countries globalizing • Imperialism, power, natural resources leading to exploration and colonization • Dynamic agent was the country
    • Globalization 2.0 • Early 1800’s until 2000 • Shrunk the world from size medium to size small • Spearheaded by companies globalizing • Multi-nationals globalizing for markets and for labor • Company was the dynamic agent
    • Globalization 3.0 • Time since 2000 • Shrinking the world from size small to size tiny & flattening the global economic playing field • What is new and unique is this era is built on individuals and small groups globalizing • Must think globally and locate globally • This era not built exclusively around a group of white, Western individuals
    • Flatteners • Personal computers allowing individuals to create digital content • Dot.com boom making world-wide communication available • Workflow revolution based on common protocols • Individual uploading (YouTube and Wikipedia)
    • Increased competition • India, China, and the former Soviet empire opened up just as flatteners were realized • 3 billion people walked onto the playing field just as they are enabled to plug-and-play • Actually 10% but that is 300 million or twice the US workforce
    • Impact on workforce • Lifelong learning more essential than ever • Emphasis on science, technology, engineering and mathematics (STEM) in education • New challenges for older workers • Digital immigrant managers with new generation of digital native employees • HRD professionals expected to equip all workers with 21st century job skills

    • Work ready • Initiated in August 2006 • Administered by Governor’s Office of Workforce Development • Key elements – Work Ready Certificate – Work Ready job profiling – Match certificate and job profile outcomes
    • Elements of program • Three work skills assessments – Applied mathematics – Reading for information – Locating information • Work Habits assessment • Issue Certificate based on lowest level earned – Scores of 3 work skills assessments used to determine certificate level – Platinum, Gold, Silver, and Bronze
    • Documentation
    • Implementation • As of July 2009 – 70,641 individuals completed assessments – 700 (1%) Platinum – 14,301 (20%) Gold – 36,815 (52%) Silver – 18,825 (27%) Bronze • Levels are 50% higher than national average for Platinum and 2% higher for Gold

    • Cost savings • Covidian – 200 percent improvement in their team-based technician training program • Emerson – average of $60,000 per month in scrap from production processes reduced to $20,000 per month • Advanced Steel – reduction in termination of employees due to skill or performance during the probationary period; drop in defect rate from 1.25 percent to .08 percent

I am currently employed by Eastern Maine Development Corporation in Bangor, Maine. I am also an adjunct instructor at a local community college where I teach “Group Process,” and have developed curriculum and facilitated a “WorkReady” program. In both of my employment capacities I have the opportunity to address work ethic and employability skills. As you may know, the state of Maine has a predominantly aging workforce, prompting an immediate need for career center, economic development, and community college staff to enhance the employability skills and ethical work behaviors of our younger workforce.     • Conclusions • Work skills needed for 21st century jobs include applied mathematics, reading for information, and locating information • Affective traits and work ethic are also essential • Project-based, participatory approaches to learning important • Contextualized problem solving helps
