    1. DEVELOPMENT OF THE ENERGY EFFICIENCY & CONSERVATION STRAGETY (EECS) STEERING COMMITTEE MEETING OCT 1, 2009 ARRA FEDERAL STIMULUS
      • EECBG – Energy Efficiency Community Block Grant – Overall funding program from Department of Energy (DOE) through the
      • American Recovery and Reinvestment Act (AARA) : The City of Shreveport was allocated $1,977,900
      • EECS – Energy Efficiency and Conservation Strategy – Framework for a comprehensive plan
      • CEECP – Comprehensive Energy Efficiency & Conservation Plan
      • Development of an Energy Efficiency and Conservation Strategy and Technical Consultant Services to assist in the development of such a strategy
      • Residential and Commercial Building Energy Audits
      • Financial Incentive Programs for energy efficiency improvements
      • Grants to nonprofit organizations and governmental agencies for the purpose of performing Energy Efficiency Retrofits
      • Energy Efficiency and Conservation Programs for Buildings and Facilities
      • Development and Implementation of Transportation Programs to conserve energy
      • Building Codes and Inspections to promote building energy efficiency
      • Energy Distribution Technologies including distributed generation, combined heat and power, and district heating and cooling systems
      • Material Conservation Programs including source reduction, recycling, and recycled content procurement programs that lead to increases in energy efficiency
      • Reduction and Capture of Methane and Greenhouse Gases excluding carbon capture or sequestration from power plants
      • Energy efficient Traffic Signals and Street Lighting
      • Renewable Energy Technologies on Government Buildings
      • Any Other Appropriate Activity that meets the purpose of the program and is approved by DOE
      • Grants awards will have a 36 month period of performance
        • Funds must be obligated/committed within 18 months
        • Funds must be expended within 2 nd 18 month period
        • Leveraging of funds is strongly encouraged
      • Shreveport EECS Focus Areas
          • Building Energy Efficiency
          • Clean and Renewable Energy Sources
          • Waste and Pollution Reduction
          • Transportation/Land Use
          • Green Business Incentives/Workforce
          • Energy Education/Outreach
          • Other
      • Identify:
        • Market sector(s) being served
        • Jobs to be created/retained
        • Energy savings/renewable energy generated
        • Emissions reduction (CO2)
        • Overall cost of project
        • Funds to be leveraged
      Cost and metrics transfer to EECS
      • Starting point – City existing energy reduction policy, climate change action plan, etc.
      • Priority energy reduction/generation projects
      • Projects/programs must be EECBG eligible activities
      • For Shreveport:
        • Submitted grant application June 23 rd and received $250k
        • EECS due no later than 120 days after date of award , which STARTED ON AUGUST 24 TH
      • OVERSEE THE PLAN
      • PROVIDE LEADERSHIP AND ADVOCACY IN WORKING GROUPS
      • RECOMMEND PLAN AND PROJECTS TO GOVERNMENT FOR ADOPTION/IMPLEMENTATION
      • OCT 1 INITIAL STEERING COMMITTEE
      • OCT 8 IDENTIFY STAKEHOLDERS
      • OCT 15 REVIEW FRAMEWORK FOR EECS
      • OCT 22 PROJECT CONSIDERATION/SELECTION
      • OCT 29 EECS UPDATE
      • NOV 5 STEERING COMMITTEE REVIEW
      • NOV 13 FINAL PLAN
      • DEC 22 FINAL DATE FOR DOE DEADLINE
