Il mercato Italiano Add your logo hereSupply Chain L’Italia esprime quasi tutta l’intera catena del valore sul CSP Le tariffe riconosciute agli impianti in esercizio ai sensi del decreto 11 aprile 2008 - variabili in funzione della frazione d’integrazione degli impianti – sono: Impianto in cui la frazione solare sia superiore all85%  0,28 + vendita energia  Impianto in cui la frazione solare sia compresa tra il 50% e l85%  0,25 + vendita energia  FIT Impianto in cui la frazione solare sia inferiore al 50% 0,22 + vendita energia  Presupposti per ottenere l’incentivo: - Obbligo a utilizzare termovettori non inquinanti ( a meno che l’impianto non sia realizzato in aree industriali); - Impianti con accumulo minimo stabilito da decreto ANEST, Associazione Nazionale Energia Solare Associazione Termodinamica, è un’associazione senza fini di lucro nata nel 2009 per iniziativa di importanti operatori italiani interessati allo sviluppo nel nostro Paese del mercato del Solare Termodinamico (CSP, Concentrating Solar Power) per la produzione di energia termica ed elettrica. Motivi dei ritardi nelle prime installazioni in Italia Add your logo here A tutt’oggi solamente l’impianto dimostrativo Archimede di ENEL è stato completato Molteplici sono le ragioni del “ritardo” nella risposta del sistema industriale all’introduzione del meccanismo incentivante, alcune delle quali di natura “fisiologica” altre dipendenti da anomalie e/o situazioni contingenti. Per quanto riguarda le prime, probabilmente è normale che la realizzazione di investimenti di diverse decine di milioni di euro, l’individuazione di aree dell’ampiezza di decine di ettari con caratteristiche abbastanza vincolanti per il territorio nazionale (pendenza limitata, alta insolazione e presenza di infrastrutture) richieda dei tempi abbastanza lunghi. D’altro canto gli effetti della crisi economica degli anni scorsi hanno comportato una dilatazione dei tempi relativi al project financing poiché gli istituti di credito, oltre a manifestare una tendenza generale alla riduzione del rapporto debt/equity, hanno contestualmente aumentato il livello di cautela con procedure più complesse e laboriose soprattutto per le tecnologie innovative. C’è da notare inoltre che la certezza dell’incentivazione è concessa solo ad impianto realizzato e, stante il limite sia temporale che di potenza cumulata, la scadenza del 2012 sta diventando un forte deterrente per il decollo delle iniziative. Inoltre non c’è dubbio che le recenti decisioni prese dal governo sulle politiche di incentivazione delle rinnovabili, nella fattispecie della tecnologia fotovoltaica, hanno ulteriormente complicato la situazione aumentando il fattore di incertezza degli investitori che non si sentono tutelati da un il quadro di riferimento percepito ad alto grado di instabilità. Impianti in Sicilia Add your logo here La Sicilia è la regione che esprime le maggiori potenzialità per il solare termodinamico a concentrazione, per caratteristiche legate all’irraggiamento ed alla morfologia del territorio.
