SIIRD : An Overview <ul><li>SIIRD stands for Students Initiative for Integrated Rural Development </li></ul><ul><li>The beginning of this organization goes back about 3 years when a group of B.Tech students of IIT Roorkee approached Prof. Vinay K. Nangia, Head, Department of Management Studies to work in the field of Rural Development . </li></ul>
  3. 3. <ul><li>It was observed that even after the prevalence of so many government schemes and working of NGOs in this respect, the development is not up to mark. </li></ul><ul><li>Lack of coordination among multiple players such as Governments, NGOs, Academia and Industry in rural development emerged as the key issue to be dealt with. </li></ul><ul><li>And therefore, In 2006, the project entitled “ Student Initiative for Integrated Rural Development” (SIIRD) came into existence. </li></ul>SIIRD : An Overview

  5. 6. SIIRD : Objectives <ul><li>to coordinate and synergize the efforts of multiple stakeholders involved in rural development by developing a model of collaboration among Academia, Government, Industry and Society </li></ul>

Finding a Model Village <ul><li>Our 1 st step was to identify a model village on the basis of its physical connectivity with rest of world, diversity in social make-up of population which should be representative of Uttarakhand’s population, terrain and availability of basic infrastructure. </li></ul><ul><li>The SIIRD Team has carried out baseline surveys of more than 15 villages in 3 districts of Uttarakhand before settling on Charba , the targeted village, located in Sahaspur block of Dehradun district. </li></ul>

  8. 9. <ul><li>Terrain is plain. </li></ul><ul><li>The population of the village showed a lot of diversity as people of all religions and castes live here. This village is having population of Hindus, Muslims, SCs, STs etc. </li></ul><ul><li>Major problems of villagers were: </li></ul><ul><ul><li>Lack of awareness about Govt. schemes </li></ul></ul><ul><ul><li>Lack of education </li></ul></ul><ul><ul><li>Unemployment </li></ul></ul><ul><ul><li>Healthcare issues </li></ul></ul><ul><ul><li>Electricity shortage </li></ul></ul><ul><ul><li>Gender issues due to orthodoxy </li></ul></ul>Observations of Our Model Village: Charba

The ICT Initiative <ul><li>SIIRD has concentrated upon creating awareness about INFORMATION & COMMUNICATION TECHNOLOGY(ICT) for development of the village. </li></ul><ul><li>Mode of achieving the goal:- </li></ul><ul><li>Spread ICT Awareness </li></ul><ul><li>Impart IT Training to Champions </li></ul><ul><li>Foster Entrepreneurship in field of ICT </li></ul>
  11. 13. <ul><li>Creating awareness </li></ul><ul><li>Demonstrations about the benefits of ICT have been given in different parts of Charba. </li></ul><ul><li>Hands-on exposure to computer and internet is given in the demonstrations along with application oriented usage of ICT . </li></ul><ul><li>A large number of villagers participated in each demonstration. </li></ul><ul><li>These demonstrations helped SIIRD team in identifying ‘champions’ </li></ul>The ICT Initiative
  12. 14. <ul><li>Training of Champions </li></ul><ul><ul><li>Under this initiative, Computer center trainers of Charba are being trained by SIIRD team. </li></ul></ul><ul><ul><li>3 training programs have been successfully completed. </li></ul></ul><ul><ul><li>TOT programs have enhanced skills of the trainers in MS Office, Photoshop, etc and would impart better education to the rural people. </li></ul></ul>The ICT Initiative

  14. 16. <ul><li>Turing Champions into entrepreneurs:- </li></ul><ul><ul><li>Soochna kutir are information kiosks through which people can obtain information related to various topics. </li></ul></ul><ul><ul><li>Soochna kutir will help villagers get information about topics such as Mandi rates, exam forms, etc. </li></ul></ul><ul><ul><li>Soochna kutirs have been provided with free internet connectivity and the sanchalaks have been taught how to use uttaraportal.in:- the web portal which can provide any info regarding Uttarakhand, developed by Prof. H. K. Verma, Deputy Director of IIT Roorkee and a mentor to our SIIRD team. </li></ul></ul><ul><ul><li>All the citizens of the village can get all these facilities from our Soochna Kutirs at very minor charges. </li></ul></ul>The ICT Initiative

Primary School ICT Education Initiative <ul><li>Purpose: </li></ul><ul><li>To educate the students of primary schools of village Charba district Dehradun about basic knowledge of Computers and make this education system sustainable. </li></ul><ul><li>Preparation of a tentative course material </li></ul><ul><li>A course material in English was prepared by the team members. </li></ul><ul><li>The team consulted the syllabus of class 5 th for preparing the course material. </li></ul><ul><li>The topic covered in the presentation were : </li></ul><ul><ul><ul><li>Definition of Computer. </li></ul></ul></ul><ul><ul><ul><li>Parts of Computer. </li></ul></ul></ul><ul><ul><ul><li>Input Devices. </li></ul></ul></ul><ul><ul><ul><li>Output Devices. </li></ul></ul></ul><ul><ul><ul><li>Storage Devices. </li></ul></ul></ul><ul><ul><ul><li>My Computer, My Document, Recycle Bin </li></ul></ul></ul><ul><ul><ul><li>Basic software like paint, calculator, notepad, clock. </li></ul></ul></ul>
  17. 19. <ul><li>Involvement of Government </li></ul><ul><ul><li>The team decided to involve the government into the initiative. </li></ul></ul><ul><ul><li>The team contacted with the Geeta Nautiyal (Bashik Sikhsha Adhikary (BSA)) and S P Semwal (coordinator: Computer Aided Learning Program(CALP)) </li></ul></ul><ul><ul><li>An official letter was taken from them so that the team could teach the students of the primary school. </li></ul></ul>Primary School ICT Education Initiative
  18. 20. Primary School ICT Education Initiative <ul><li>Sustainability </li></ul><ul><ul><li>The team had a meeting with Mr. G.J. Kulkarni and Mr. Sharath Hangal (Guest Faculties, DoMS, IIT Roorkee) and told them about the primary initiative. </li></ul></ul><ul><ul><li>They agreed to arrange around 8-10 computers for the primary schools. </li></ul></ul><ul><ul><li>Ricoh India would be providing the computers. </li></ul></ul>

  20. 22. e-Health Aim : This initiative aims to connect villagers to hospitals and doctors in city by teleconferencing. Work done : Many visits haven undertaken to make aware the villagers about e-Health, to find out health care status and also to find out views as well as demands of villagers about e-Health. Work in progress : Contacting Himalayan Institute in Dehradun for providing the facility their doctors through teleconferencing in village Charba.
  21. 24. <ul><li>The idea of this whole connect starts with the visit of Faculty Members of IIT Roorkee to the village Charba. </li></ul><ul><li>After detailed discussion of the faculty members and the students with villagers, they felt the need of skill development for employability of the villagers. </li></ul>The Beginning

Our Observations of the Village <ul><li>The people of the village are either unemployed or underemployed. </li></ul><ul><li>The skill sets of the people were not up to mark to the industrial expectations. </li></ul><ul><li>Some people showed their mismatch of interests with the work they are doing. </li></ul><ul><li>Computer education/literacy of the people is weak. </li></ul><ul><li>Lack of interests of children in studies was also observed. </li></ul><ul><li>People are not aware of the employment schemes supported by the government . </li></ul>
  23. 26. Some important points of discussions were <ul><li>Sector specific skill gap analysis is a prerequisite for any initiative of skill development to enhance employability. (A questionnaire in this regard is circulated.) </li></ul><ul><li>Identification of sectors which are labour intensive and facing a problem of skilled labour. Eg. Auto electricians are not available to handle latest electric/ electronic circuits of automobiles. </li></ul><ul><li>A database of local area should be prepared who can be employed with skill development. (Survey is on with the help of IIT Roorkee students). </li></ul><ul><li>Industrial Associations like CII can act as interface between Industries and trainees to help them identify meaningful employment. </li></ul>

  25. 28. <ul><li>Our Aim </li></ul><ul><li>Improving the employability of the unemployed or under-employed people of the Charba village by skill development or getting their existing skills tested and certified. </li></ul><ul><li>Methodology </li></ul><ul><li>Surveying of the local areas and create awareness among the locals about this initiative and convincing for the training program. </li></ul><ul><li>Contacting Industrial bodies like CII, local industrialist understanding their needs and expectations from their employees. </li></ul><ul><li>Developing a required framework for training these students taking in consideration the demand of the industry and to their own personal interests. </li></ul><ul><li>Starting training program, taking regular updates about the improvement in the students. </li></ul><ul><li>Assessing of the students will be done by external assessing bodies, for instance, CII can help in the process of assessment. </li></ul>

Salient features <ul><li>Courses and Curricula:- </li></ul><ul><li>Demand driven short term training courses based on enhancement of Employable Skills to be decided in consultation with local industry. Functional literacy will be provided to the trainees. These will be a set of minimum skills which are sufficient for gainful employment. Emphasis in the curricula will also be on soft skills. </li></ul><ul><li>Courses would also be available for persons having completed 5th standard. </li></ul>
