投入能源與氣候變遷領域多年的Woodrow Clark博士,因其參與IPCC第三次氣候變遷評估報告之撰寫,於2007年與千名科學家共同分享IPCC獲頒諾貝爾和平獎的榮耀,並曾於2000年至2003年間,擔任加州州長的再生能源的特別顧問。

Clark 博士參與多本與氣候變遷與能源議題相關專書之編著,包括爬梳加州2000年左右的限電危機背後的能源政策意涵的<<agile>>、引介多國永續社區實例的<<sustainable>> 、歸納永續社區建構原則的<< Sustainable Communities Design Handbook: Green Engineering, Architecture and Technology >>等專書。其最新著作<<global>>,則側重於探討建構以再生能源為基礎的「綠色工業革命」(Green Industrial Revolution)之重要性,並回顧目前歐洲與東亞各國的進展以及落實綠色工業革命所需的典範轉型,如其既指出下一波的經濟模型,應該植基於社會價 值,而非個人利益。

針對近期各國的減碳政策上,Clark 博士於福島核災發生前,即明確反對以核電作為減碳手段。且認為以往的能源危 機,已顯示若將能源、水等環境公共財單單交付由市場依照「供給與需求」原則自由運行,是種錯誤的公共政策。因此對於形同金融去管制化的碳交易制度,其抱持 存疑態度。並倡議應該直接以課稅的方式,移除石化燃料的補貼,反應其外部成本,方能推動再生能源的發展。
