Air Quality Plans Implementation • District governments are responsible • Close co-operation between municipal administration, the Environmental State Agency of North Rhine-Westphalia, producers of air pollutants and third parties concerned Broad discussion and Co-operation • With stakeholders from industry (dialogue), chambers of commerce, NGO‘s and others June 2010 • 16 air quality plans in force • 15 air quality plans in preparation
  6. 6. New Generation of Air Quality Planning - Regional Plan for the Ruhr Area - 1,500 km2 area 3.3 million inhabitants 13 towns Air pollution does not stop at municipal boundaries! Harmonised package of measures.

Package of Measures for the Ruhr Area • Industry: renewal of plants, state of the art, reduction of dust emissions from building sites, • Traffic: renewal of private and public vehicle fleets, route concepts for lorries, low emission zones • Trade, business and private households: renewal of furnaces, energy-efficient construction and redevelopment

Low emission zones (environmental zones) First implementation in Cologne January 2008 13 implemented in 15 municipalities Vehicles without stickers are banned Exemption rules Reduction of both PM10 and NO2 Red EURO 2 diesel vehicles pollution Yellow EURO 3 diesel vehicles Green > EURO 4 diesel vehicles Faster renewal of private and public gasoline vehicles with vehicle fleet catalysators
