Dirk Debbink, Chief of Navy ReserveThe goal of a continuum of service, one of the five areas of 21st Century Sailor and Marine initiative is to recruitSailors once and retain them for life through flexible service options that also provide opportunities for service in theNavy Reserve and as a Department of the Navy civilian. The Navy is fully committed to providing transitionassistance to Sailors whether a Sailor is departing the naval service after just one term or a 30-year career. Thetransition to the reserve component (RC) has become easier for Sailors leaving the active component (AC) beforeretirement and is an option for those who want to continue to serve.Continuum of Service  Continuum of Service allows the Navy to recruit the most qualified and talented individuals to serve in our Navy and to retain these Sailors for a lifetime of service, which pays significant dividends for our people and the Navy.  Continuum of Service provides officers and enlisted the ability to transition more easily between AC and RC. Appropriate benefits are based on level of service.  Qualified Sailors not selected for retention by the Enlisted Retention Board will be afforded the opportunity to compete for a Selected Reserve quota via Perform-to-Serve (PTS). The Career Transition Office (CTO) is available to assist Sailors who desire to make this transition into the Reserve Component.  Continuum of Service provides Sailors the ability to change lanes while managing their careers and personal lives from the time they are recruited until the time they retire.AC to RC Transition  The CTO provides counseling and support to active duty Sailors considering a transition to RC. This process is now a retention effort, not a recruiting one. It now takes 2 to 3 business days to transition from the active to reserve component, as compared to several months under the previous system.  The Early Career Transition Program provides opportunities for AC and Full Time Support (FTS) Sailors to transition into the Selected Reserve (SELRES) prior to their End of Active Obligated Service (EAOS) or EAOS as extended. Eligible Sailors may submit requests 3 to 15 months prior to their desired transition date. Approved members will incur mandatory drilling reserve obligation equal to the remaining active portion of their current contract. The minimum obligation is one year, if remaining in rate (four if converting).  Through the integrated and streamlined PTS and Fleet Rating Identification Engine (FleetRIDE) system, active duty enlisted Sailors are now requesting and receiving approval for SELRES quotas. Once approved, Sailors may select their Navy Operational Support Center using the Career Management System/Interactive Detailer, smoothing the AC to RC transition. Key Messages Facts & Figures Continuum of Service provides options and In the past 3 years: 1,354 officers and 1,744 enlisted streamlined procedures for Sailors transitioning AC to transitioned directly from AC to SELRES. RC, taking an average of 2-3 business days for the  FY10: 496 officers/68 enlisted transition.  FY11: 576 officers/746 enlisted Continuum of Service supports the Navy Total Force  FY12: 282 officers/930 enlisted (as of April 9) by promoting a “Stay Navy” culture and provides In FY12 a total of 149 SELRES were recalled.(Non-IA) Sailors flexible career options for a lifetime of service.  Enlisted: Definite: 85 The Navy Reserve provides all Sailors the ability to  Officer: Definite: 43 Indefinite: 21 achieve a true life-work balance.
