  22. 22. NUMBER OF CSCs <ul><li>Total Number of CSCs to be set up in Himachal Pradesh: 3366 </li></ul><ul><li>1 CSC would be set up per Gram Panchayat (3243 Gram Panchayats) </li></ul><ul><li>The location of 123 CSCs would be finalized at the time of actual implementation </li></ul>

  28. 28. REVENUE MODEL: e-GOVERNANCE SERVICES <ul><li>For every e Governance service outsourced to SCA, SCA will take Rs. 12 + Sugam charges. SCA will give Sugam charges + Rs 3 to SITEG after retaining his share </li></ul><ul><li>The revenue generated for the Govt through the e- government services would be used for back-end computerization of the Govt departments </li></ul><ul><li>For the G2C transactions, the applicable service tax to the extent of SCA component is included in the transaction charges </li></ul>

B2C SERVICE CHARGES <ul><li>For B2C services, the SCA is free to decide the rate per transaction subject to the upper limit defined below. </li></ul><ul><li>Upper Limit for selected B2C services: </li></ul><ul><ul><li>Web surfing (Rs.20/ per hr) </li></ul></ul><ul><ul><li>Photocopy (Rs.1 per page) </li></ul></ul><ul><ul><li>Email (Rs.5 per email including half a page typing) </li></ul></ul><ul><ul><li>CD Burning (Rs. 12 per CD burning including cost of CD ) </li></ul></ul><ul><ul><li>Printing- Black and white, other than Govt forms/webpages and procedures (Rs.5 per page) </li></ul></ul><ul><ul><li>Typing with printout (one A4 page with 1.5 line spacing):Rs 12 for English , Rs 15 for Hindi </li></ul></ul>

REVENUE SUPPORT AND OFFSET <ul><li>SCA would be eligible for Revenue Support as determined through the bidding process, irrespective of his earnings from the delivery of G2C services. </li></ul><ul><li>There would be no deduction of the revenues actually generated from the delivery of e-government services (zero percent offset) from the revenue support bid accepted by the State. </li></ul><ul><li>In addition to the above, SCA would also get prescribed amount per transaction of government services. This will ensure that the SCA has the incentive for providing government services which should be the primary task of a CSC. </li></ul>
  31. 31. BRANDING OF CSCs <ul><li>“ Gram Sugam” is the proposed brand name for Common Services Centers in Himachal Pradesh. </li></ul><ul><li>The SCA shall comply with any branding/ logo/ colour scheme that the GoI or the State Government prescribes. </li></ul>

EXCLUSIVITY TO E-GOVERNANCE SERVICES <ul><li>The SDA will not make a commitment to the SCAs of granting exclusive rights to provide e-Government services offered by the State of Himachal Pradesh through the CSCs </li></ul><ul><li>However, only the selected SCA/s would be eligible to receive the revenue support as envisaged in the CSC scheme. </li></ul>
