Why the Assistance Does Not Delivermarkorillo.com 15 What it Should? • Lack of participation of stakeholders - donor programmes driven by the "golden rule: the one who has gold - has the rule"  • Inefficiencies in designing aid programmes/projects: – "Weve got a good idea" - syndrome – "Shopping list" syndrome • Transparency - cases of corruption • Wasted on unnecessary and overpriced goods / services from donor country • Do not address the ones who need the most • Aid is minimal compared to investment the beneficiary country needs to enter with their produce to the donor country market • Creates "learned helplessness" Support to the PAO in Application and Coordination of Institution Building Facilities This project is funded by Implemented by: The European Union ENPI/2011/281700
