Fundamental to competency-based assessment is about knowing its benefits to the organisation and its people. The module will describe and simulate the process of administering or proctoring the TM+ assessment, The TM+ Competency Assessment for Performance (TCAP), the instrument the procedure for administration, documentation and reporting, and feedback to participant-trainer. Purpose of The TM+ Competency Assessment for Performance (TCAP) are clearly defined and articulated to participant- trainees 2. Competencies measured by the TM+ Competency Assessment for Performance (TCAP) are clearly defined and conveyed to participant-trainees 3. The TM+ Competency Assessment for Performance (TCAP) is successfully administered 4. Resources are provided to support The TM+ Competency Assessment for Performance (TCAP) in two modes: paper & pencil or on-line administration 5. Proper interpretation of individual participant-trainee TM+ Competency Assessment for Performance (TCAP) results is properly conducted 6. Consultations on goal setting are conducted to enable improvement of practice over time 2. Simulate the processes in conducting the competency-based assessment 3. Provide resources for assessment 4. Verify completeness and veracity of responses across assessment items 5. Results of assessment are used to improve projects, services, and learning in the organization. More importantly, assessment facilitates broad communication and dialogue focused on outcomes based on quantitative and qualitative data.1 Competency assessment is an on-going process of continually building knowledge and skills. Organizations, especially the IT- Business Process Organizations are much more dynamic now and competency assessment addresses the need to stay ahead of the curve. General Purpose of the TM+ Competency Assessment for Performance (TCAP) In the IT-BPO Industry, there is a constant need to increase efficiency, create and deliver value in all business transaction. It becomes imperative that a more scientific approach like competencies be used to define and understand the knowledge, skills and attitude required to perform a job effectively, in this case, Trainers’ plan, conduct and delivery of training. A typical competency-based assessment process2: SELF: Critical to assessment is the identificaiton of an individual’s skills and competencies needed for the job. WORKPLACE: Such an articulation enables the organization to progressively and strategically review the degree of presence or absence of a roster of skills and competencies to enable improvement of the indivuidual’s job performance. IDENTIFY: Owing to the progressive nature of competency-based assessment, organizational leaders are able to identify at anytime, areas for improvement and initiate tactical solutions to improve specific skills or competencies, thereby enabling ON & OFF the job learning, putting in-place conditions and opportunities for improvement. REASSESSMENT: The fundamental objective of reassessment is building the motivation to improve. These are therefore opportunities to reward qualifications of individuals and their improvement and growth over time. Moreover it aims to motivate improvement in the trainers ability alighn training programs to business objectives, in this case, the BPAP Road Map towards buiding the talent supply in the IT-BPO Industry. Specifically, the assessment instrument was designed to address the following strategic purposes: 1. Assess performance of Trainee after exposure to TM+ 2. Assess performance of Trainee anytime during subsequent training practice to enable professional growth and improvement

Domain 1. Assessing Units of Competencies: Assess performance of Trainee after exposure to TM+ Specific Units of competencies are discussed through out the TM+ training. To review, these units competencies are summarized following your cpurse outline. It is important to review the outline of your course every so often. Thus, the assessment intends to capture the evidence of these capabilities and its practice. Domain 2. Assessing the depth of experience and involvement of Trainer: Assess performance of Trainee anytime during subsequent training practice to enable professional growth and improvement Trainers should be well aware that all training and development activities and projects need to be alighned with the organization's overall strategic goals. Degrees of involvement, varying complexities and the depth of experience of a trainer may be levelled according to the extent of influence and contribution to business success. Level 1. Trainer proficiency in development and management of training design and conduct Level 2. Trainer mastery in process improvement to enable strategic employee growth and development Level 3. Trainer leadership in developing training innovation and policy making to match expectations of stratregic business goals and objectives Procedural Guidelines on the Conduct of TCAP The following procedures are recommended in order to successfully conduct assessment and ensure proper use of TCAP instrument. TCAP Instrument TCAP is a 32 item test. It has 3 sections that corresponds to the

Test for 2 Assessment Domains Shade the circle of choice 25 2 Ways to Administer TCAP Depending on availability of PC’s and Internet access, the TCAP may be administered using printed forms or on-line. However, for one training group, they may choose either but not both. Guidelines in administering the TCAP Paper and Pencil Resources Needed: 1. TCAP Test Booklet 2. TCAP Answer Sheet 3. Pencil Procedure: 1. Ensure that participant-trainees are seated comfortably on their desk. 2. Let participants know that they can refer to their Training Manual at anytime during the test, should they need to be refreshed on concepts.

Inform participant-trainess that there are two documents to be distributed to them: a. TCAP Test Item Booklet b. TCAP Answer Sheet 4. They should be made aware that one set of Booklet and Answer Sheet is pre-numbered, bearing the same number. Please ascertain that this is so. 5. Everyone should start at the same time, though anyone can finish anytime for as long as it is within the hour. Proctor is the time-keeper. 6. Proctor / Trainer may not entertain questions by participant- trainees regarding the test items. 7. Soon as the test starts, Proctor will ensure silence in the training room to minimize disturbance. 8. Proctor, as time-keeper, signals the end of testing after an hour. 9. Proctor will ask everyone to submit both Test Booklet and Answer Sheet, making sure the set submitted by each participant-trainee has the same number. 10. Proctor encodes the answers in the database provided. 11. Proctor will then place all Test Booklets and Answer Sheets in a designated envelop marked BPAP TCAP arranged by number. Guidelines in administering the TCAP On-line Resources Needed: 1. Computer – lab, 1:1 ratio

Access to Internet Procedure: 1. Test taker to register with BPAP upon enrolment and indicate valid email. 2. BPAP to assign Username and password to be announced before the test. 3. BPAP to activate TCAP by logging in the system. 4. Proctor clicks “ENABLE” to activate TCAP. 5. Participant – trainee logs-in using Username and password. 6. Participant – trainee follow instructions appearing on screen. 7. TCAP is timed for 1 hour afterwhich TCAP will automatically end. 8. Everyone should start at the same time, though anyone can finish anytime for as long as it is within the hour. Proctor is the time-keeper. 9. Proctor / Trainer may not entertain questions by participant- trainees regarding the test items. 10. Soon as the test starts, Proctor will ensure silence in the training room to minimize disturbance. 11. Upon completion, Partipant – trainee clicks on “SUBMIT”. 2.4.3 Assessment Results Documentation and Reporting TCAP Paper and Pencil Test 1. Database automatically generates the report in TCAP Scorecard. 2. BPAP Prints out Individual TCAP Scorecard.

BPAP distributes individual reports which include interpretation of results. TCAP On-line Test 1. BPAP extracts report from TCAP results. 2. BPAP imports to Database. 3. Database automatically generates the report in TCAP Scorecard which includes interpretation of scores. 4. BPAP either print-out or email individual TCAP Scorecard. 2.4.4 Feedback Mechanism Scorecard will automatically discuss interpretation of TCAP Scorecard. The following are interpretation areas guided by section on TM+ Skills and Competencies 1. Assessment Domain 1: Competency areas achieved 2. Assessment Domain 2: Depth of experience and involvement 3. Areas for improvement on the two domains Trainer discusses improvement plans according to 2 domains using the TCAP Scorecard (Individual).
