    • Project Name: Study of Slums in Urban Areas of Khyber Pakhtunkhwa Abbottabad, Mansehra, Mardan, Nowshera and D.I.Khan There has been almost no objective study of the slums in Khyber Pakhtunkhwa that could explain how many number of slums, where are these located and what are the existing status of living conditions in terms of legal status of the settlement, demography, in-migrating trends, housing quality, quality of basic services, level of poverty and opportunities to improving economic condition. The proposed study will be expected to analyze these and other indicators. The proposed study is also expected to identify solutions that would help the provincial government of Khyber Pakhtunkhwa in improving living conditions in the slums. Field testing of solutions, based on the proposed study analysis, would then be separately designed and would help in improving living conditions in the slums. The study is being organized with the assistance of the USAID (Municipal Services Program) as donor. The proposed study must be conducted in urban Abbottabad, Mansehra, Mardan, Nowshera and DI Khan. The proposed study would have the following two parts Part-1 Present basic Information about slum areas Part-II Provide solutions to improving living conditions in the identified slums with suggestions as to how to arrest growth of slums in future. The prospective consultant(s)/ firm(s) would be required to investigate the following aspects of slums. Scope of the Study Part-I Basic Information ABOUT SLUMS 1 The study must identify the number of slum areas. However, consultants will review the criteria in the context of Abbottabad, Mansehra, Mardan, Nowshera and DI Khan. In addition these must be looked into the contextual understanding of the definitions of slums that has not been highlighted in the empirical text.     • 2. The study must identify the legal or illegal status of the identified slum and any efforts that have been made or initiated by people and/ or government in this respect 3. Identify the concerned TMA / Municipal Corporation and present an assessment of the current institutional link between the slums and the concerned TMA / Municipal Corporation 4. The study must trace the history behind development of each of the slums; 5. The study must identify all dimensions and demographic patterns, including gender and rates of migration into the slums; 6. Status of living conditions must be identified and these may be identified, but not limited to, under the following sectors; and - Quality of housing structures. Average rooms and average person per room must be identified - Access to WASH. Requirement of water per day and actual use must be identified - Access to any municipal services (water, sanitation, waste collection, storm drainage, street lighting, paved sidewalks and roads for emergency access) - Determine number of households that pay for utility services to municipality - Access to utilities such as water, electricity and gas - Access to the nearest affordable schools and colleges - Access to the nearest affordable hospital facilities - Access to the nearest bus stop or other affordable transport facility - Access to the nearest places of work related to people living in the slums - Access to the nearest main road of the city or any connecting road to the city 7. Title holding. The consultants/ firm must identify how many especially womenheaded households are non-title holders; Access to open spaces for people within slums or nearest to the slums Current status of the following socio-economic conditions of households must be identified Urban Policy Unit 30 Jamal ud din Afghani Road, University Town, Peshawar 2
    • - - Determine gender-based gross and effective rates of employment, unemployment and under-employment according to different levels of poverty - Types of employment and according to different levels of poverty - Type of skills of women and men residing in the slums and type of skills classified according to different level of poverty; - Assessment of the current economic contribution of households (men and women) to the economy of Abbottabad, Mansehra, Mardan, Nowshera and DI Khan and the same assessment determined by different levels of poverty; and - 8. Determine the level of poverty of households by using standard method and provide comparison of rates of poverty in slums to that of city/ province rates of poverty; Assessment of the potential economic contribution of households (men and women) to the economy of Peshawar and the same assessment should be determined by different levels of poverty The GIS mapping of the findings needs to be developed. Part-II Provide solutions to improving living conditions in the identified slums with suggestions as to how to arrest growth of slums in future. Based on the findings of the proposed study, as highlighted in part-1 above, carefully assessed solutions to improving living conditions in slums must be provided. The prospective consultant(s)/ firm must taken into account all best practices in this respect both in-country and internationally. Careful assessment of the solutions also must consider adaptability of these solutions in the context of the socio-economic body politic of each of the identified slums. The solutions must be identified, not limited to, in the following areas: - Suggest comprehensive ways and mea ns for integrating the slum as a settlements within the provincial government; - Suggest affordable housing solutions protecting them from the extreme weather conditions, disasters and insufficient living space etc; - How can basic municipal services such as water, sanitation, waste collection, storm drainage, street lighting, paved sidewalks and roads for emergency access can be provided in the given physical location of the slum; Urban Policy Unit 30 Jamal ud din Afghani Road, University Town, Peshawar 3
    • - How can easy access to affordable schools, hospitals or public places for the community to gather can be provided; - How can easy access to affordable transport can be provided to the slum dwellers; In case the slum is located at a place where affordable transport is not easily accessible then present new affordable solutions in order to improve this impediment; - How can it be ensured that there is an institutional link between the slum dwellers and the TMA; - What kind of programmes can be activated that generates employment also for the women, by providing opportunities of earning new or improved income; and - Looking at the slums, also suggest solutions for future expansion or for relocations __________________ Urban Policy Unit 30 Jamal ud din Afghani Road, University Town, Peshawar 4
