Source : www.antiquemapsandprints.com The Mughal emperor, Shahjahan moved the seat of empire from Agra to Delhi and laid the foundation of Shahjahanabad between 1638 and 1648. The choice of location influenced by the following factors: • Proximity to River Yamuna on the east ensured supply of water and protection from one side. • The presence of ridge on the west also added to the security for the city. • The presence of the major trade route –leading to Mathura and further to South of India and Bengal. View of the cleared land in front of Jama Masjid • Post-independence, the population of the walled city more than doubled. • Eventually the bazaar began to reestablish itself around the edges of this open space. • The bazaar consisting of more than 500 stalls came to exist again around the Jama Masjid. • ‘The bazaar and the Jama Masjid’ became one of the most important social and cultural centres for Old Delhi.
  • Jama Masjid Precinct Redevelopment Plan Manisha, Niji, Vineet The British Intervention…. • During emergency in 1976, Sanjay Gandhi launched a drive to cleanse the city of slums. • The entire bazaar in front of the Jama Masjid was demolished on the grounds that the place had become derelict. • A closed bazaar complex called Meena Bazaar was constructed in 1976 following protests over the demolition of the market. Meena Bazaar • In 2011, Part of Indira Coat market near the Dargah Kalim have been replaced from the precinct to near the Shastri Park metro station which is across the Yamuna.

  •  In 2004, observing the neglect of the great mosque and pathetic condition of its precinct while hearing a PIL, the Hon’ble High Court Of Delhi directed the conservation of jama masjid and restoration of its pristine glory through the redevelopment of its precinct in a time bound manner.  Started as per directions of hon’ble high court of delhi order dated 21/09/2005 based on a – PIL.  The hon’ble court directed that a comprehensive plan be made for the redevelopment of the precinct into a perfect monument.  MCD nominated as the nodal agency to co-ordinate the work NEW PROPOSAL FOR REDEVELOPMENT Jama Masjid Precinct Redevelopment Plan Manisha, Niji, Vineet Background of the Project….

  • ISSUES  The roads around the Masjid were not planned for heavy usage.  Reduced carriage way by shop owners, vendors, parked vehicles and pedestrians.  High density environment – not suitable for motorized transport networks.  Conflict between motorised, non-motorised vehicles, and pedestrians.   • ISSUES PILGRIMS AND WORSHIPPERS  living monument and a place of worship.  Large numbers of worshippers pray at the mosque on Fridays at 1.00 pm often spilling out onto the steps and surrounding streets.  Civic amenities are inadequate.   • ISSUES CONSERVATION OF BUILT HERITAGE  The rich building vocabulary of the buildings in the area is being obliterated by lack of sensitivity to their value.  If not regulated a large section of this heritage may degrade.  Most buildings are in a considerable state of repair.  The original facades of heritage buildings are hidden behind large hoardings and extensions.  Extension of the building violating character of the architecture as well as bye laws.   • ISSUES VISUAL CORRIDORS & IMPROVEMENT OF SKYLINES  Sight lines to the mosque are obstructed through assorted obstructions and structures.  There is a spectacular view of the Red Fort from the Front Steps The surrounding area shows a profusion of ad hoc structures, such as overhead water tanks, tangles of electric cables, open garbage, hoardings etc that are that are unappealing to the eye.   • ISSUES ACTIVITIES –IN STREETS AND GROUNDS  There are many activities that may not be compatible with stature of the monument.  Activities spills over to the public domain- the foot paths and roads.  Extended shops causing disturbance to pedestrians.  The area serving as a refuge for the poorest.   • ISSUES SERVICES INFRASTRUCTURE  The electric poles appear to be visibly overloaded with wires and may be a fire hazard.  The various services and utilities –Electrical supply and distribution, sewerage, drainage appear to be overloaded.   • STATUS OF THE PROJECT EXISTING SITUATION 1. IMPROPER COMMUNICATION AMONG VARIOUS STAKEHOLDERS OF THE AREA. 2. PROTESTS FROM THE MARKET GROUPS ON RELOCATION OF COTTON AND COAT MARKET. 3. PROTESTS FROM THE MUSLIM GROUP ON FINDING OF THE AKBARABADI MOSQUE. 4. LACKING CO-ORDINATION AMONG DIFFERENT GOVERNMENT AGENCIES 5. CONSTRUCTION UNDERTAKEN BY DMRC –WILL LEAD TO CHANGES IN PLAN. 6. THE PHASING OF THE PROJECT – AS PER THE FUNDS AVAILABLE The project hasn’t implemented till now. Except MCD on 2011 October approved the budget of 145.43 Crores for the beautification of the project. The project is going to happen in phases. • Redevelopment of Main Bazar, Meena Bazaar, Parda Bagh, plaza and all the important mausoleums will be taken up in the first phase. • In the second phase the money will be used for fixing up the light fixtures and constructing indicator for tourist information.   • Jama Masjid Precinct Redevelopment Plan Manisha, Niji, Vineet The positive aspects of the proposal……. • Physical and visual accessibility to the open green spaces in the precinct increased. • Provision of organised and increased parking for the Masjid. • Two-way vehicular movement around the Jama Masjid precinct –turned into one way movement –Leading to easy flow of traffic. • New stalls for the derelict structures of the bazaars. • Re-establishing the historical connection to the Red Fort –Enhancing the heritage value. • Consolidation of open spaces closer to the Masjid to make a larger platform for spilling of pilgrims. • Design the place as disabled friendly.   • Jama Masjid Precinct Redevelopment Plan Manisha, Niji, Vineet The negative aspects of the proposal……. • Relocation of Meena Bazaar from the central spine and the footsteps of the Jama Masjid to one corner of the precinct.  Currently the market is on the way to the mosque –One does not has to go out of the way to reach the market.  Both tasks of visiting the mosque and shopping for necessary items, eating can be done at the same time.  The market on the way encourages people to shop even when they have not come actually for shopping –leads to a better sale for the stall owners.  Relocation of the market makes these people lose on much of their sale and customer base.  The food vendors completely go out of business. • Removal of life of Jama masjid –which is the spread of the market at various levels from the entry into the precinct to the steps that lead to the main gate of the mosque. • Treating the regeneration process more from the tourism angle –idea of creating a piece of art rather than making it a part of the life of the people. • Identifying informal hawkers and vendors as an incompatible use –No provision for these. • Completely making the precinct pedestrian –Not taking into account the non-motorised vehicles (rickshaws) which currently ply within the area.
  • Jama Masjid Precinct Redevelopment Plan Manisha, Niji, Vineet Conclusion…… • The approach of the redevelopment of the precinct is very much colonial in nature. • The focus is more on the physical landscape rather than the cultural and the social landscape. • Main objective is turning out to be mere beautification of the place by removing all informal and unorganised activities and enhancing the monumentality of the place.
