Development Dilemmas in NE India For more dilemmas contact: mlhungdim@gmail.comQUESTIONS WE ASK BUT DO NOT ANSWER IN INDIA’SNORTH EASTERN STATES… Fact No.1: Rashtriya Sam Vikas Yojana (RSVY) with 495 Crores of 100% Central Grants is implemented through DRDAs by involvement of Panchayats, NGOs etc. in 11 most backward districts. • The Other Fact: Out of 11, only 2 districts have Panchayati Raj Institutions (PRI). Fact No.2: National Rural Employment Guarantee Act (NREGA) Govt. of India’s flagships employment oriented scheme promising 100 days job for BPL families every financial year is implemented through DRDAs with involvement of PRIs, NGOs, in 32 districts. • The Other Fact: Only 3 districts out of 32 have PRIs. While few districts have Panchayats only in the non-tribal areas. Fact No.3: National Rural Health Mission (NRHM) the biggest and comprehensive rural health program targets 18 special states in India including all the 8 NE states - implemented through State NRHM Mission > District NRHM Mission > Panchayat Health Committees. • The Other Fact: refer to the above other facts. Bottom line: Where there is no PRI there is no implementation. So what’s the big deal? I am no BDO, neither am I a Village Chief or a local politician.
