The recorded unemployment rate in China for late 2008 was 4%! [ Trading Economics ]

 4% of 1 billion people = 40,000,000 people!

But apparently the number is less and is actually closer to 20 million people. (That’s still a lot of people)

So people have started flooding job fairs looking for work.
