PUBLIC SECTORNetherlands An intelligent e-service for job seekers and employers ABOUT THE DUTCH PUBLIC EMPLOYMENT OFFICE (UWV WERKBEDRIJF) The CWI (Dutch equivalent of the Job Centre) and the UWV merged in 2009 to form UWV WERKbedrijf. UWV WERKbedrijf is the meeting point for job seekers and employers and part of UWV (Uitvoeringsinstituut Werknemersverzekeringen). An intelligent and flexible platform presents the various e-services separately from the knowledge base and database information. The information originates from UWV WERKbedrijf’s service centres and consists of CVs, job vacancy details, a matching search engine, a content management system and various other facilities. An intermediate layer provides the information and knowledge via a simple procedure. Separating the intelligence from the means of presenting it has led to a highly flexible platform. Different groups can be linked into the system. For example, municipalities, UWV and local bodies can all simultaneously assist job seekers via the digital job market in Werk.nl. The platform makes it possible to construct sites for different target groups that draw on the same information and knowledge. The platform also provides access to information held in other UWV systems; for example, the system used for CV submission.
  • 2. A SUCCESS STORY The new version of Werk.nl was constructed and successfully went live in just 15 months. In the first week of operation, there were peaks of 2000 simultaneous users who were all able to conduct their searches without problems. Moreover, Logica also worked to a demanding schedule to create a site for a specific target group: Wajongwerkt.nl for young handicapped people. The modern platform on which Werk.nl runs is future-proof as it can easily accommodate new technologies and media such as mobile (iPhone) applications. In addition, the new version of Werk.nl has allowed UWV WERKbedrijf to successfully expand its e -service offering. Strategically, electronic services being provided via Werk.nl supports job seekers throughout the process from the initial electronic registration - when they become unemployed - up to finding a job via the vacancies site with the aid of the electronic employment coach. Among other facilities, Werkm@p, which is part of Werk.nl, allows job seekers to communicate digitally with their employment coach at WERKbedrijf based on their DigiD code. This reduces or even completely eliminates the need to visit a Job Centre. WHY WORK WITH LOGICA? UWV WERKbedrijf worked with us to cost effectively develop the new Werk.nl facility and at the same time create a system capable of handling future technological developments.
