Good evening.
Believe me, there are no dumb questions when it comes to NYC parking tickets...Just dumb answers. Once a parking ticket lapses into judgment after 100 days, you are no longer offered a reduced fine.
NYC is much more aggressive in trying to collect unpaid fines and penalties. They are referring more and more tickets to collection agencies. Your debt to NYC is unpaid, and your license/registration will not be renewed.
There is a 3-step fine assessment schedule. 31 days ($10), 45 days ($20), and after 75 days, an additional $30 is added to your base fine. It's almost as expensive as buying a hot dog and a beer at a Yankee game.

Good evening.
Generally the reason you get 2 different results on the same charge is because 2 different judges decided your cases. I would definitely appeal the rogue judge's ruling. You may wish to respectfully point out that according to the rules, a judge does not have discretion when the month and year are clearly displayed on the plates (judge has discretion on body type, not expiration date). Also point out you State mandates posting of the decals on the plate.
You have 30 days to appeal from the date of the judge's decision. Not the date you received your letter.
