What is SOA-R  SOA-R refers to a solution framework for domain specific solutions  SOA-R is an IT architectural approach that leverages and modifies cloud computing technologies and techniques for use within a national security context  In a SOA-R framework, the provisioning, configuring, reconfiguring and de-provisioning of infrastructure resources and application services are driven by national security domain specific rules, metrics and mission guidelines  Bit level Community of Interest (COI) controls are used to dynamically manage and extend the use of SOA-R applications to authorized users over secure and unsecure networks.  The SOA-R framework is specifically designed to address tactical cloud computing requirements rev date 10/5/2009 slide 6
