4. The duties carried out by the Secretariat are as varied as
the problems dealt with by the United Nations.
These range from administering peacekeeping operations
to mediating international disputes,
from surveying economic and social trends and problems
to preparing studies on human rights and sustainable
development.
Secretariat staff also inform the world's communications
media about the work of the United Nations;
organize international conferences on issues of worldwide
concern;
and interpret speeches and translate documents into the
Organization's official languages.

“Present” 純屬表態出席參與會議。
“Present and Voting”
表態出席參與同時也會進行投票,比“Present”還多了一個
必須投票的強迫性。
“Absten” 表態將會在這場會議中,無任何立場決議。強烈非
常不建議使用,除非是最終決議時。
Delegates who respond “present and voting” can only
cast “yes” or “no” votes during substantive votes on : Draft
Resolution, Unfriendly Amendment, and 2nd vote on
Division of Question.
7. A substantive vote is a vote on a draft resolution or
amendment already on the floor during voting
bloc. Only member states (not observer states or
non-governmental organizations) may vote on
substantive issues.
Bloc: A group of countries in a similar geographical
region or with a similar opinion on a particular
topic. Blocs typically vote together.
實質投票權:可運用在DR或是修正案的決議。
8. During voting bloc, delegates may motion to vote
on certain clauses of a resolution separately, so
that only the clauses that are passed become part
of the final resolution. This is known as division of
the question.
界定問題:代表們可以提一個Motion去界定本次
開會的問題。可選擇本次討論的Topic,或是對於
某些疑慮的定義界定等等。
9. If the committee fails to reach a decision about the
agenda by the end of the first session, the Chair will
set the agenda according to its original order.
界定討論議程:
每個委員會通常會有兩個議題Topic A or B。而此階段
要討論出要討論的議程,也就是Topic A or B的討論先後
順序。
如果在第一個session結束前,大家還沒確定先後順序,
主席將會直接根據原本A在前B在後的順序,強行確立。

15. During the discussion on a topic area or a
draft resolution, a delegate may move for
Adjournment of Debate on that matter. This
motion has the effect of tabling the topic
area or the draft resolution now being
discussed on the floor without voting on it
and allowing the Committee to move onto
another topic area or the next draft
resolution.
16. 1. This motion requires a second and a two-
thirds majority vote for passage;
2. Two delegations may speak in favor of the
motion, and two in opposition; the motion
shall then be put to a vote.
17. 1. A motion to resume debate will cancel the
effects of Adjournment of Debate.

21. Ask the chair about ROP
Delegates may not interrupt a speaker on a
point of parliamentary procedure.
22. If a delegate’s ability to participate in the
Committee’s deliberations is impaired for
any reason, the delegate may raise a Point of
Personal Privilege.

23. During general debate, a delegate may question a
speaker by raising a Point of Inquiry.
Questions must be directed through the Chair and
may be made only after the speaker has concluded
his/her remarks, but before he/she has decided how to
use the remaining speaking time;

deducted from the remaining speaking time;
Delegates may not interrupt a speaker on Point of
Inquiry.

at any time before voting has commenced,

27. An unfriendly amendment is a modification that can
be proposed by any member of the body, but does not

It requires 20% of the signatories in attendance to the
Committee.
A vote will be taken on all unfriendly amendments to a
draft resolution immediately prior to the vote on the
entire document in accordance of the coding order.

29. No delegation shall interrupt the voting except on a
Point of Order
Relevant motions that can be made during voting
procedure and prior to votes on draft resolutions, by
precedence, include:
1. Reorder Draft Resolutions
2. Division of Question
3. Adoption by Consensus
4. Roll-Call Vote
30. Setting the sequence of draft resolutions
that are going to be voted.
A motion to reorder draft resolutions will
only be in order after entering voting
procedure, and before voting has started on
any draft resolution;
This motion requires a second and a simple
majority vote for passage;
31. A motion to divide the question, proposing that
one or parts of the operative clauses of a draft
resolution be voted on separately, is in order
immediately prior to voting on the draft resolution.
This motion requires a second and a majority vote
for passage;
If there are calls for multiple divisions, those shall
be voted upon in an order set by the Chair where
the most radical division will be voted upon first;
32. The first vote : procedural vote,
whether or not to consider the clause(s) separately,
two delegations may speak for the motion and two
speak against,
The second vote: substantive vote
whether or not to accept the clause(s) separated by the
procedural motion;
if it passes, the clause(s) become an annex to the
original resolution; if the substantive vote fails, the
separated clause(s) are permanently discarded;
33. Delegations may vote “yes,” “no” or “abstain”
by signifying placards.
Passage for an amendment or a draft
resolution requires majority of the members
casting “yes” votes on the document.
If there is an equal division between “yes”
and “no” votes, the document fails.
34. The adoption of draft resolutions and
amendments by consensus is desirable when
it contributes to the effective and lasting
settlement of difference, thus strengthening
the authority of the United Nations.

36. The time allotted for speakers shall be no
less than forty-five seconds.
37. Yield to the chair: Speakers will give their remaining
time to the Chair;
Yield to another delegate: Speaker allows one delegate
from another delegation to speak on the floor and use
the remaining speaking time to address the issue;
there will be no yielding to yielded speaking time;
Yield to question: Speaker has a chance to respond to
questions raised by other delegates, who will be
selected by the Chair and limited to propose one
question each;; only the speaker’s answer to questions
will be deducted from the speaker’s time.
