NEA-Alaska exists to be an advocate for an
excellent public education for each child in
Alaska and to advance the interests of public
school employees.

What is Delegate Assembly?
★
• Simply put, it’s an annual meeting held to
give members of NEA-AK a chance to drive
policy, set priorities and be heard
What do Delegates do? ★
• Evaluate NEA-AK’s Services to Locals
and propose new action accordingly
(New Business Items, NBI’s);
• Set lobbying priorities for the current
legislative session (Legislative NBI’s);
•Affirm and reaffirm our beliefs…

• adopt a budget (every other year);

What is PARSA?
80-4 PARSA: NEA-Alaska shall fund a Policy Assembly
(for) Rural (or) Small School Associations (PARSA)
for all delegates from associations with fewer than
150 members and all delegates from all REAA’s.* Any
larger local associations which have one or more
small rural sites will be allowed to seat one delegate
each at PARSA provided the delegate is currently
from a small rural site. The chair of PARSA shall
prepare a report summarizing action taken by the
delegates attending PARSA. The report will be
presented to all delegates at Delegate Assembly.

04-10, 05-49, and 06-14)

continuing policies for NEA Alaska;
2. NBIs that have a termination date in the future;

past will be archived with online access as part of NEA-
Alaska history.

reorganize Delegate Assembly NBIs as follows:

thoughts, practice our debate; and
• Compose our collective concerns into
action items and/or resolutions
Members of PARSA present a
strong, confident, unified front on the
Delegate Assembly floor
•Caucus each morning to present a unified front
on the Delegate Assembly floor;
•Help each other by being a second for motions;
•Speak in favor or in opposition according to our
caucus; (or sometimes according to our own
hearts), and
•Show up for the Legislative Review Committee
meetings.

Create NBI’s and Resolutions
• 1. Go around the table and discuss concerns. Once
everyone has had the opportunity to present their
issues to the committee, look in notebook to see if
there is an NBI, Resolution or Legislative Item to
address concern
• 2. If none: write NBI, Resolution or Legislative
Item to present to PARSA (writing is best done in
very small group) while other members continue to
look at existing NBIs

AS 14.08.031. Regional
Educational Attendance Areas.
• The Department of Commerce, Community, and Economic Development in
consultation with the Department of Education and Early Development and local
communities shall divide the unorganized borough into educational
service areas using the boundaries or sub-boundaries of the regional
corporations established under the Alaska Native Claims Settlement
Act, unless by referendum a community votes to merge with another community
contiguous to it but within the boundaries or sub-boundaries of another regional
corporation.(b) An educational service area established in the unorganized
borough under (a) of this section constitutes a regional educational attendance
area. As far as practicable, each regional educational attendance area shall
contain an integrated socio-economic, linguistically and culturally homogeneous
area. In the formation of the regional educational attendance areas,
consideration shall be given to the transportation and communication network to
facilitate the administration of education and communication between
communities that comprise the area. Whenever possible, municipalities, other
governmental or regional corporate entities, drainage basins, and other
identifiable geographic features shall be used in describing the boundaries of the
regional school attendance areas.

What is PARSA? 80-4 PARSA: NEA-Alaska shall fund a Policy Assembly (for) Rural (or) Small School Associations (PARSA) for all delegates from associations with fewer than 150 members and all delegates from all REAA’s.* Any larger local associations which have one or more small rural sites will be allowed to seat one delegate each at PARSA provided the delegate is currently from a small rural site. The chair of PARSA shall prepare a report summarizing action taken by the delegates attending PARSA. The report will be presented to all delegates at Delegate Assembly. Regional Educational Attendance Areas. • The Department of Commerce, Community, and Economic Development in consultation with the Department of Education and Early Development and local communities shall divide the unorganized borough into educational service areas using the boundaries or sub-boundaries of the regional corporations established under the Alaska Native Claims Settlement Act, unless by referendum a community votes to merge with another community contiguous to it but within the boundaries or sub-boundaries of another regional corporation.(b) An educational service area established in the unorganized borough under (a) of this section constitutes a regional educational attendance area. As far as practicable, each regional educational attendance area shall contain an integrated socio-economic, linguistically and culturally homogeneous area. In the formation of the regional educational attendance areas, consideration shall be given to the transportation and communication network to facilitate the administration of education and communication between communities that comprise the area. Whenever possible, municipalities, other governmental or regional corporate entities, drainage basins, and other identifiable geographic features shall be used in describing the boundaries of the regional school attendance areas.
