    2. 2. <ul><li>The concept : </li></ul><ul><li>Educational resources that are freely available for use by educators and learners, without an accompanying need to pay royalties or licence fees. </li></ul><ul><li>OER is not synonymous with online learning or e-learning; but based on interactive learning </li></ul>
    3. 3. <ul><ul><li>Increased availability of relevant, need-targeted learning materials can contribute to more productive learners and faculty members. </li></ul></ul><ul><ul><li>Because OER removes restrictions around copying resources, it holds potential for reducing the cost of accessing educational materials. </li></ul></ul>
    4. 4. <ul><li>Institutional OER policy that recognises OER role, and gives credit for authorship and allows peer-review at all stages of production. </li></ul><ul><li>Capacity to create structured digital teaching/learning resources that can be evaluated and enhanced </li></ul><ul><li>Capacity to produce, publish and distribute digital material to faculty/student users </li></ul><ul><li>Adoption of a licensing scheme to protect authors and users </li></ul>
