      • In China, large-scale transport infrastructure construction is at an early stage, the software and the hardware of ITS can be integrated simultaneously.
      • Some necessary conditions of ITS deployment are not mature.
    • Research foundation
      • The accumulations of ITS research achievements are not enough.
      • It is necessary to absorb all of the experiences from overseas and incorporate the situations of China.

    • ITS deployment environment
      • The travelers violate traffic regulations frequently.
      • Therefore, the effects of the ITS deployments in China is not so satisfactory as in the developed countries
      • But in China, the target of ITS research and deployments is not only to enhance the traffic capacity but also to regulate the behaviors of travelers.
