Title of the Activity: Regional Training Program on Preparing Schools Divisions for
Division Monitoring, Evaluation and Adjustment (DMEA)
Training Objectives:
The Training Program on Division Monitoring, Evaluation and Adjustment (DMEA)
System aims to provide the Division Quality Management Teams to implement the
Division Monitoring, Evaluation and Adjustment (DMEA) technology. It orients the
participants with the essential management and structural requirements to run the
system in the Schools Division. (as stipulated in the DepED-Regional Memorandum No.
54, Series of 2013 dated January 25, 2013)

Venue: DepEd-Ecotech Center, Cebu City
Host Division: Quality Assurance and Accountability Division (QAAD)
Target Participants: Schools Division Superintendents, Assistant Schools Division
Superintendents, Chairpersons of Training and Development Units, Education Program
Chairpersons of Curriculum and Learning Management Units, School-Based
Management (SBM) Coordinators, Quality Assurance and Accountability Monitoring and
Evaluation (QAA-M & E) Coordinators, Administrative Officers and Planning Officers
Expected Number of Participants: 133 participants (7 participants of every schools
division)

Budgetary Requirement: P 300,000 (estimated amount- subject for audit)
Training Evaluation Rating:
End of Training Assessment- Rating is 3---- means that the participants are
satisfied on the quality of program planning, management, preparation, delivery of
program content, trainees’ learning, trainers’ conduct of sessions, attainment of
objectives, provision of support materials, services of the program management team,
venue and accommodation.
Narrative Report:
The Quality Assurance and Accountability Division (QAAD) of DepEd-Regional
Office VII successfully conducted the three-day Regional Training Program on
Preparing Schools Divisions for Division Monitoring, Evaluation and Adjustment (DMEA)
held on February 20-22, 2012 at the DepEd-Ecotech Center, Cebu City. It was
participated by the Schools Division Superintendents, Assistant Schools Division
Superintendents, Chairpersons of Training and Development Units, Education Program
Supervisor Chairpersons of Curriculum and Learning Management Units, SBM
Coordinators, QAA- M & E Coordinators, Administrative Officers and Planning Officers
from the 19 Schools Divisions in Region VII.
Different DMEA System sessions were handled by the QAAD Education
Supervisors. Session 0 on Program Orientation and Leveling of Expectations was
handled by Dr. Marcial P. Degamo. Session 1 on Monitoring and & Evaluation ( M & E)
Framework was facilitated by Dr. Estela B. Susvilla and Dr. Joy Kenneth S. Biasong;
Session 2 on Monitoring, Evaluation and Adjustment (MEA) System by Mrs. Merden L.
Bryant; Session 3 on Work Planning and Session 4 on DMEA Processes on
Quantitative Information by Dr. Estela B. Susvilla; Session 5 on DMEA Processes on
3. Qualitative Information by Rosa H. Cabotaje; Session 6 on Field Implementation Plan
by Mr. Sinfronio R. Thelmo and Session 7 on Training Program Evaluation was handled
by Dr. Joy Kenneth S. Biasong. Dr. Marcial P. Degamo, Chief of the Quality Assurance
and Accountability Division (QAAD) was the Training Program Manager of the
Capability Building Program (CBP) 4 on Preparing Schools Divisions for Division
Monitoring, Evaluation and Adjustment (DMEA). Dr. Joy Kenneth S. Biasong, Mrs.
Merden L. Bryant and Mr. Thelmo R. Sinfronio were assigned as process observers
during the training program. The final outputs of this training are the Division Work Plan
and Field Implementation Plan crafted by the schools divisions.
As a whole, DMEA technology can help division management in identifying
gaps and problems and their causes; suggesting possible solutions to problems; raising
questions about assumptions and strategies; accounting of accomplished physical
outputs, pushing you to reflect on where you are going and how you are getting there;
providing you with quantitative and qualitative information; encouraging you to act on
the information and insights; collecting, recording and analyzing data and information
and using these information for day-to-day management as bases for decision-making
and planning with an objective for continuous improvement of educational services to
clients and organizational health and performance.
