People liked the added information literacy classroom. They said that it was a very good idea to present popular and newer books. Sometimes students don’t have an inkling as to where to search for books and this section can be a good start for them.
Additional shelves, displays, tables, computers added to middle of room to create less open space (may discourage running and increases book display capacity, computer access, and instruction space)
Specific areas are sectioned off to differentiate them from each other (ex. nonfiction, fiction, reading area, etc)

Modifications/Changes to Existing Media Center
The annual budget shall be developed by the superintendent and presented to the school board for adoption as prescribed by Florida statutes. The Chief of Staff may be responsible for assisting in the preparation of the budget. The Chief Business Officer and General Manager of Budget and Federal Finance shall be responsible for preparing, implementing, monitoring and reporting the budget. Procedures shall be established for effective monitoring of the budget to preclude expenses in excess of available budget and to provide for timely amendments for board approval.
Internal funds shall be considered as unbudgeted public funds under the control and supervision of the school board with the school principal having responsibility as prescribed by the board. Internal funds are defined as all monies collected and disbursed by personnel within a school for the benefit of the school or a school-sponsored activity.
Relevant Policies- Budgets and Funds
All fund-raising projects and activities of the school by any group within, connected with or in the name of the school shall contribute to the educational experiences of students and shall not conflict with the total instructional program of the school district. School activity funds shall be used to supplement the program supporting the activities provided by the school board. Funds collected generally shall be expended to benefit those students currently in school for whom the funds were accrued. Funds derived from the student body as a whole shall be expended to benefit the student body as a whole.
Purchases which are made from internal funds shall conform with requirements made by the school board for purchasing and securing bids. Purchases for any school shall not exceed the cash resources of the school during the school year.
Each school principal shall account for the handling of all phases of internal funds and accounting in his or her school, use a uniform system of accounting as directed by the superintendent and make monthly and annual reports for internal funds as directed by the superintendent.

The school board shall authorize the superintendent to establish a site-based budgeting and accounting model as a tool for each principal and site administrator to manager his or her site budgets. Each principal and site administrator is responsible for the enforcement of Florida statutes, State Board of Education rules, school board rules and directives of the superintendent regarding the use of federal, state and local revenue dollars.

The superintendent shall establish requirements for continued employment.
The school board shall authorize the superintendent to establish work schedules and salary schedules for employees.
A permanent appointment or promotion shall be deemed complete after a period of satisfactory probation, if applicable.
The superintendent shall develop or select personnel performance assessment systems for all staff.
Each member of the staff shall receive an annual evaluation by his or her immediate supervisor. The purpose of the evaluation shall be to improve the performance of personnel in all departments.
The school district shall maintain compliance with the Fair Labor Standards Act.
The school board shall authorize the superintendent to establish procedures for determining promotions and demotions for all applicable job classifications within the district.
The school board shall direct the superintendent to take every reasonable precaution for the safety of students, employees, visitors, patrons and all others having business with the school district. The supervisor of each site or facility shall establish a safety committee which shall be responsible for the promotion of a safety education and accident prevention program for that site.
The school board shall employ only qualified instructional personnel as defined by state statutes and State Board of Education rules.
The superintendent is authorized to develop procedures for providing a substitute employee when an eligible staff member is unable to perform assigned duties.
There should be policies regarding the collaboration of faculty
All instructional materials, including teachers' manuals, films, tapes or other supplementary instructional material, shall be available for inspection by parents or guardians of the children engaged in such classes.
The school district's curriculum shall be determined by the following: student performance standards; curriculum frameworks; assessment tests; students' needs as determined by studies, surveys and continuous evaluation of curriculum effectiveness in meeting students' needs in the district.
Elementary Level Curriculum - reading, language arts, social studies, science, health, physical education, music, art, mathematics and such other disciplines that may be considered necessary to a comprehensive elementary school program. Each of these subject matter fields shall include instruction in study and work habits, health and hygiene, citizenship, career orientation and the development of character, morality and purpose.
The school board shall provide appropriate instructional programs, facilities and related services for gifted and disabled students who are eligible for Exceptional Student Education programs. These services will ensure the provision of a free and appropriate public education as prescribed by the Special Programs and Procedures for Exceptional Students document.

Any group or organization which desires to improve the school site, add facilities or install equipment shall submit a written proposal to the principal or site supervisor for approval. Any such improvement or addition shall become the property of the school board. Permanent structures shall have utilitarian value in the operation of the school.
All alterations to the buildings or grounds caused by moving, transferring or acquiring new property shall be submitted to the superintendent or his or her designee for approval.
Relevant Policies- Improving Facilities/Grounds
The distribution of all textbooks, library resources and other instructional materials shall be made on an equitable basis to district schools. The allocation of these resources shall be based on the availability of categorical funds, school enrollment and instructional needs.
The school board shall be legally responsible for all materials relating to instruction in district schools.
The district shall supervise the review and selection of state-adopted and non-state-adopted textbooks and instructional materials. District-adopted lists shall be made available to schools and reviewed at the end of terms of adoption.
There should be a policy regarding the purpose of specific selections and guiding principals for selecting the curriculum.
Relevant Policies- Instructional Material
The school board shall purchase, within budget limitations, the best books and other media materials available which satisfy the needs, interests and curricular requirements of each individual school.
The selection of these materials shall follow the established educational media materials selection procedures and be based on a knowledge of the school community as well as the library media center's existing collection.
Teachers' recommendations shall be selected on the basis of merit, use and balance. The budget for materials shall be apportioned so that various demands are proportionately met. Gifts to the media centers shall be judged upon the same basis as purchased materials.
New and replacement materials shall be chosen to duplicate older titles which have proven their worth.
In the event that educational media materials are challenged, school and district personnel shall follow the established procedures for reconsideration of materials.

School sites and facilities shall be named for individuals who have rendered outstanding public service to public education, for geographical locations and for groups and clubs as indicated:
1. elementary, middle, and secondary schools-for Presidents, school board members, educators, outstanding citizens and geographical locations;
2. other facilities, such as libraries, playgrounds and stadiums-for educators, outstanding citizens or for groups or clubs which assisted most in the establishment of the facility.
When naming a new school or other existing facility, input shall be solicited from neighboring schools and/or the community at large. A new school or facility shall be named after the construction contract has been awarded.
Relevant Policies- Naming of New Facilities
Each school and the district staff members shall cooperate in keeping the public informed of all newsworthy events which would be of interest or concern to the district's citizens and which would promote the welfare of the school system. Any news release by a particular school shall be approved by the principal, and any release relating to the district as a whole shall be approved by the superintendent.
An approved school volunteer who has officially recorded his or her attendance in the school where he or she is rendering services under an administrative or instructional staff member shall be accorded the same protection as those accorded to certified instructional personnel.
Each school principal is encouraged to cooperate with parent and school support groups. The school principal shall be responsible for forming and assisting organizations which are desired and necessary for the school program. Such organizations shall be kept active by the school principal for the duration of their need and encouraged to maintain accurate financial and activity records.
Relevant Policies- School/Community Relations
The superintendent or designee may approve use of school property, facilities, and equipment for specified groups. The use of school property, facilities and equipment shall not interfere with the educational program of the school. The principal shall be responsible for safeguarding the school property, facilities and equipment, enforcing and informing groups of school board rules, executing proper forms and collecting payments.
Literature or materials which originate from out-of-school sources shall be approved by the superintendent or designee prior to distribution to students.
Relevant Policies- School/Community Relations
The school board shall provide a full program of student services to complement the instructional program through assessment/evaluation, counseling, consultation and crisis intervention at appropriate grade levels.
All students enrolled in school shall be subject to the laws and regulations of the State Board of Education, the rules and policies of the School Board and the Code of Student Conduct and shall be under the control and direction of the principal or designee during the time they are transported to or from school at public expense, attending school or a school-sponsored activity and during the time they are on School Board premises.
All schools shall ensure a safe, orderly environment where disruptive students are disciplined, teachers can teach and students can learn. In order to aid students in making appropriate decisions and to ensure that district schools are safe, the School Board of Hillsborough County has adopted a Code of Student Conduct. This policy implements the zero tolerance policy of the State Board of Education.
Student records shall be kept in accordance with state statutes, State Board of Education rules and federal laws relating to "Family Educational and Privacy Rights" and "Privacy Rights of Parents and Students." The superintendent shall be responsible for interpreting these rules; ensuring that school board rules comply with state and federal policy and procedure; communicating rules on student records to school staff, students and the community; and controlling the supervision of student records.
Procedures to ensure compliance with privacy rights in the reporting of student records shall be approved by the school board and contained in the Student Educational Records Manual.
The classroom teacher is the recognized authority within the classroom and is empowered with the authority and responsibility for ensuring that the classroom is safe. The teacher shall take appropriate action to remove a grossly disruptive student from the classroom. Grossly disruptive behavior shall include the following: assault on staff or students; threat(s) or violence; willful disregard of a teacher's directions; malicious vandalism; possession of weapons of any type; continuing use of profane language or obscene gestures; and instigation of violence or mass disobedience to legitimate directions. (This policy should be expanded to include other faculty in charge of specific rooms/areas of the school)
Pupils shall be supervised during official school hours. In the interest of safety, pupils shall refrain from coming to school earlier than the time designated, except by special arrangement, and shall proceed directly home at dismissal time. Supervision starts thirty minutes prior to the school's starting time or when the first school bus arrives on campus. Supervision ends twenty-five minutes following dismissal for elementary schools and twenty minutes following dismissal for secondary schools, whichever is later.
At other times, pupils are allowed to be on the school campus, provided they are under supervision of an appropriate faculty member or other approved adult and participating in a school-sponsored activity, such as athletics, clubs, special classes or after school programs. (Media center hours should be addressed)
The superintendent or designee shall develop a uniform system for implementing effective telephone service systems, including use of telephone lines to support technology.
The district shall develop comprehensive telecommunications procedures for administrative and instructional purposes. The procedures shall govern access, collaboration, and information sharing between and among schools, district offices and the global community, which includes Internet access, email, and all related services.
The district shall develop governance procedures for effective technology management. The procedures govern the introduction of technology systems, hardware, software, and services into the district's wide-area network or local area networks.
The superintendent or designee is responsible for establishing and authorizing use of technology to ensure integrity, security and performance.
There should be a policy concerning the goal of creating more technologically advanced schools and that there be a plan for the future.
