A sample of SMR experience of the Link team includes:
Development of a comprehensive business plan for a startup company that focused on
supporting all SMR technology developers. Global SMR technologies were addressed as well as
unique USNRC licensing issues: licensing fees, emergency planning, control room staffing and
others. Experience gained included a broad knowledge of the domestic and international SMR
technologies, deployment tracks and market applications.
Strategic support for several SMR developers in their pursuit of the recent DOE Funding
Opportunity Notice. Link consultants gained direct insight to current SMR licensing and
deployment considerations.

Establishment of a comprehensive scope, budget and schedule for SMR licensing and
deployment; gaining insight to the facts associated with SMR commercialization
Development of a Project Management and Risk Management program for commercializing
SMR technology. This involved assessing and planning SMR engineering, licensing, construction,
startup and operations requirements
Establishment of an SMR design control program
Participation in high level talks between the South Korean and the Argentinean government and
utility representatives dealing with large reactor and Small Modular Reactor deployments
On behalf of the National Association of Regulatory Utility Commissioners (NARUC), co-authored
a white paper: “Consideration of other Incentives/Disincentives for Development of Nuclear
Power”. This effort involved assessing all nuclear technologies, with particular emphasis on
SMRs
Engaged as invited speaker on matters related to nuclear energy and SMRs
In addition to broad and deep SMR-specific experience, Link consultants have developed power
generation projects of various technologies. We are familiar and experienced with issues such as
technology selection, site selection, proforma development and analysis, permitting, licensing, financing,
transmission interconnections, power purchase agreements, engineering, construction, operations and
