6. Laadunhallinnan osa-alueet QP, QC, QI ja QA
Laadunhallinnan osa-alueiksi ISO 9000 -standardeissa esitetään:
• QP, quality planning
• QC, quality control
• QI, quality improvement
Ne ovat erityisesti ISO 9004 -käsitteitä.
Näissä Q on aivan tarpeeton ja suorastaan harhaanjohtavaa. Onhan vain kysymys
organisaation sisäisestä liiketoiminnan (bisneksen) ja prosessien suunnittelusta, ohjauksesta
ja parantamisesta laadun suhteen.
QA, quality assurance, on luonteeltaan toisenlainen, kun siinä on kysymys organisaation
soveltamien laadunhallintatoimenpiteiden viestinnästä organisaation ulkopuolisen, erityisesti
asiakkaan, kanssa.
• QA on hankala vaikkakin erittäin tärkeä käsite. Valitettavasti se usein ymmärretään
virheellisesti verrattuna standardin tarkoitukseen. QAta käsitellään standardissa ISO 9001.
Kaikkia standardin käsitteitä ei ole tarpeen käyttää käytännössä organisaatiotasolla. Ne ovat
kuitenkin käsitteitä, jotka asiantuntijoiden on syytä ymmärtää oikealla tavalla.

7. Suorituskyvyn parantamisen menettelyistä
SixSigma, Kaizen ja Lean kuuluvat samaan käsiteryppääseen, ja niissä on paljon samaa ja
päällekkäisyyttä. Kaikissa näissä on perustana PDCA-toimintamalil (ja sen kautta onkin mahdollista
yhdistää ne käytännön yrityssovellutuksissa).
SixSima voidaan ymmärtää ainakin kolmella erilaisella tavalla:
1) Työkalukokoelmana laadunparannusta varten
2) Ongelmanratkaisuprosessina tai laadunparannusprosessina
3) Kokonaisvaltaisena johtamisoppina
Näistä ensimmäinen vastaa minun näkemystäni. Tosin ko. työkalukokoelma on hyvin samanlainen,
mitä on Kaizenin ja Leanin yhteydessä. SixSigman ongelmaratkaisu on vain yksi PDCA-mallin
sovellus, jota on tyypillisesti käytetty suurissa strategisissa ongelmatapauksissa.
Johtamisratkaisu täytyy aina tehdä organisaatiokohtaisesti ja sitä varten on kirjallisuudessa vaikka
kuinka paljon erilaisia ratkaisumalleja.
Kaizen on erityisesti tullut tutuksi jatkuvan pienten askelten parantamismetodiikkana Masaaki Imain
kirjasta ja Toyotan sovelluksista.
Lean on käsitteenä hyvin epämääräinen. Yksinkertaisesti se voidaan ymmärtää toimintana, missä
organisaatiossa pyritään pääsemään eroon kaikesta tarpeettomasta, turhasta ja haitallisesta.
Kirjallisuus ja konsultit tuovat esille yhdistelmä- tai supererityiskäsitteitä, kuten Lean-SixSigma,
Green Kaizen (vai pitäisikö olla Kaizen Green?) tai Kaizen Blitz, joilla he pyrkivät pysymään erillään
muista käsitteistä, koska he haluavat ansaita omilla opeillaan mainetta ja rahaa.
• Joku saattaa yrittää vakuuttaa, että yritys ei tarvitse kuin Six Sigman - se korvaa laadunhallinta-
ja johtamisstandardit ja kaikki muut taivaan ja maan välillä ja voi suorastaan tulistua, jos esitää,
että SixSigma on pieni osa ISO 9000 -standardeja.

8. Ratkaisuihin organisaatiotasolla
Käytännön ongelmana asia tulee vastaan organisaatioissa, jotka haluavat samanaikaisesti ja
samassa organisaatiossa hyödyntää eri oppeja. Helposti menevät käsitteet ja työkalut pakissa
sekaisin.
Kaikkia eri menettelyjä pitäisikin tarkastella organisaatiotasolla ja panna eri opit toistensa
kanssa järjestykseen organisaation liiketoimintajärjestelmän ja sen johtamisen ehdoilla.
Tällöin on mahdollista saada ote konsulttien tms. "oma-lehmä-ojassa"-kannanotoista.
Organisaatioissa on vain yksi järjestelmä, nimittäin bisnessysteemi (liiketoimintajärjestelmä).
Kaikki johtamisen disipliinit, mallit ja opit pitäisi integroida siihen.
• Itse asiassa ilmaisun "Business management system" sijasta pitäisikin olla "Business
system", koska eihän systeemi koskaan johda, vaan systeemiä (=bisnessysteemiä)
johdetaan ihmisten toimesta järjestelmällisesti. Jotkut amarikkalaiset puhujat ovat
alkaneet käyttää business management system sijasta ilmaisua processes of
management (tai managing processes) korostaakseen johtamistoimintaa. Toisaalta taas
ISOn standardimääritelmän mukaisesti organisaatio tarkoittaa juuri ihmisiä.

9. TQC ja TQM?
TQC (Total quality control) esitti Feigenbaumin kirjassa Total Quality Control (1951): ”An
effective system for integrating the quality-development, quality-maintenance, and quality-
improvement efforts of the various groups in an organization so as to enable production and
service at the most economical levels which allow for full customer satisfaction.” TQC levisi
USAssa ja Japanissa ja sittemmin koko maailmaan.
Malcolm Baldrige –ohjelman syntyaikoina alettiin USAssa käyttää TQCn sijasta TQM-ilmaisua
(Total quality management), mikä päätyi myös standarditeksteihin, esim. brittiläiset standardit
ja ISO 9000 sanastostandardi ISO 8402 (1986), jonka mukaan TQM on ”organisaation
johtamistapa, joka on laatukeskeinen, perustuu kaikkien sen jäsenten osallistumiseen ja
tavoittelee pitkällä tähtäimellä menestystä asiakastyytyväisyyden ja organisaation kaikkien
jäsenten ja yhteiskunnan hyödyn kautta”. Myös Japanissa JUSE teki virallisen päätöksen, että
Japani siirtyy käyttämään TQCn sijasta TQMää.
Myöhäisemmissä ISO 9000 –sanastostandardeissa ei ole enää TQM-käsitettä mukana, koska se
on liian epämääräinen ja erityisesti konsulttitermi.
ISO 9000 –sanaston mukaan käsite QM, quality management, tarkoittaa käytännössä ihan
samaa kuin entinen TQM. Siis käsitettä ei enää tarvita, tai se voi suorastaan aiheuttaa
hämminkiä.
2012 Su Mi Dahlgaard-Park esitti tutkimuksessaan TQM-käsitteen soveltamisesta
maailmanlaajuisesti viimeisen neljännesvuosisadan aikana. Selvitys osoittaa, että käsitteen
käyttö on radikaalisti vähentynyt, joten siitä ei enää ole osoitettavissa hyötyä.

11. ISO 9000 as a recognized framework for a business
integrated quality management
ISO 9000 standards as a general framework for an organization’s comprehensive quality
management (QM) implementation:
• The standards take into account in a logical way all the needs of the organization's internal
quality management (QM) and external quality assurance (QA) requirements from the
customers, other stakeholders, and the market place at large.
• The standards can be implemented in a natural way in different business environments.
• The organization's own existing QM related procedures can easily be located within the ISO
9000 framework.
• All organizations have always a certain kind of ISO 9000 QM realization that may be continually
improved.
• The standards provide diverse opportunities for the organization to apply their own creative
implementation solutions.
• Also other useful quality methodologies may be realized within this framework in a natural way.
• The standards make possible to cooperate with all specialized disciplines.
• The standards are a well-known and respected reference for QM.
Proper implementing the ISO 9000 standards equals effective and efficient business management.
Standards application should be seen as a strategic issue of the organization.
• ISO 9000 standards do not call for any extra measures or investments.
• It should not be an aim to build a particular ISO 9000 system in an organization, but ISO 9000
may act like a serving instrument in introducing QM into an organization.
• Organization should not start any development actions only due to the ISO 9000 standards, but
to do that on the basis of actual business needs and their own quality enlightenment.

14. Quality management (QM) - What is it all about?

Information is the basic building block of good business management and the modern
society at large:

Deming:
• A requirement for doing business successfully is a profound knowledge of the
