QUICK INTRO ME IMPLEMENTATION BACKGROUND WE DRINK OUR OWN KOOL-AID ENCOURAGE QUESTIONS It's becoming increasingly apparent that small-to-midsize municipalities continue to struggle with eGovernment due to a lack of funding and/or inefficient execution.  Meanwhile, the demand for eGovernment self-services by citizens continues to increase. This one hour presentation/workshop introduces several emerging ideas on how to embrace limited budgets, maximize the development and deployment of eGovernment services and avoid the mistakes that many public and private organizations have made by "building in a bubble".  Some topics presented will include:o    The introduction of "open source" or "free" packaged and online/web services that municipal IT departments can use to bring services online quickly with limited customization and zero licensing costs.  o    For more customized solutions, the discussion will introduce the principles of Agile Software Development, and a methodology of how to build eGovernment services more efficiently by making government stakeholders and constituents an integral part of the development process o    A discussion on the benefits of inter-municipality development, where several municipalities collaborate and share the cost of building eGovernment services

Allowing free redistribution of the software/product without royalties Requiring that source code be distributed with the software Allowing anyone to modify the software and to redistribute the modified software under the same terms OSS projects take the shape of operating systems, software solutions, development frameworks and hardware products What is Open Source?
    8. What is SaaS? Model of software deployment where an application is hosted as a service provided to customers across the Internet Eliminates burden of maintenance, operations and support Customers relinquish control over versions and changing requirements Cost often free for limited usage and subscription based on demand

    20. IT Project Problems: Quality
      • Many people doing a waterfall/predictive development also try to fix schedule and cost
      • But it’s risky, as we wind up with:
        • Fixed requirements
        • Fixed schedule
        • Fixed cost
      • And the only variable left is quality …
        • “ Pay me now, or pay me later!”
    21. Methodology Comparison

    29. When the next IT project presents itself. . Look to OSS and SaaS solutions before you get you started on any new/reengineering initiatives Migrate your “data center” on demand, into the cloud If something isn’t available out of the box, Agile Development can be used as a lightweight, proven process for delivering an iterative solution, driven by the customer Once the solution is implemented, consider open sourcing it so others can benefit and build upon it!
