Ifthe president is absent or unavailable, the vicepresident may sign for the president.• An expenditure of more than $2,000 may not bepaid from tax money unless a sworn itemizedaccount covering the expenditure is presentedto the board and the board approves theexpenditure.

(Currently $250,000)• The resolution or trust indenture securing thebonds or notes may require that any or all ofthe funds must be secured by obligations of orunconditionally guaranteed by the federalgovernment.
