  • 1. MALAYSIAN AIR NAVIGATION ORDER• Act 3 – Civil Aviation Act 1969• It is the act to “make better provision in the law relating to Civil Aviation and for matters connected therewith and ancillary to it.”• Consists of 10 parts that control the aviation in Malaysia:
  • 2. ANO PART 1• Make provision on the power and authority of Civil Aviation Director General..” Duties and functions of the Director General”.• His role is to to exercise regulatory functions in respect of civil aviation and airport and aviation services including the establishment of standards and their enforcement;
  • 3. Part 2 – Empower the Minister.• The minister is given the power to draft regulation to comply to Chicago Convention 1944.•
  • 4. Part 3 – Minister can establish airport.• In the earlier days, the airports were operated by civil servants.• The acts authorized the minister to outsource the building and running of the airport to a third party.
  • 5. Part 4 – Control and Managing the Airports and its surroundings.• Since the safe operation of airports require the control of the surrounding areas, this act 3 give the minister the power to manage and control the surrounding areas, such as the building of tall structure is prohibited.• It include simple things such as the control of live stocks and its movement into the airport area.
  • 6. PART 5 – LIABILITIES CAUSED BY AIRCRAFT• The Act gives provision for the liability on the owner of the aircraft.• Provision is made on the noise and vibration may be caused by aircraft on aerodromes
