BITONIO, DPAAbstract This study aimed to assess the operation and performance of theSpecial Weapons and Tactics (SWAT) in Urdaneta City during FY 2009-2011as basis for proposed intervention measures, with the use of descriptivemethod of research and a questionnaire checklist. Specifically, the studycovered the profile of the SWAT Team in terms of the organizationalstructure, budgetary support, and facilities and equipment; the level of theirperformance along the variable components of SWAT and the issues andconcerns affecting the performance of the Urdaneta City SWAT Team
  8. 8. relative to training opportunities and operational factors. Based on thefindings, the researcher proposed intervention measures to address issuesand concerns of the SWAT Team with the end result of improving theirperformance. 1. On the Profile of the Urdaneta City SWAT. The organizationalstructure depicts a 12 man team, led by a COP SWAT supervisor with abudgetary support increasing annually at 16.66 % . The SWAT team ishoused in barrack with two vehicle cars for their use and the necessaryfacilities weapons /tools needed by a typical SWAT operator. 2. On thelevel of Performance of the Urdaneta City SWAT Unit ranges from“very satisfactory” to “outstanding”. The overall level of performance is4.01 with a descriptive rating of “above average”. In terms of the concerns,the SWAT activities were ranked from 1st as the highest to 6th as thelowest. Rank 1st is Command & Control of SWAT (commendable); 2nd is Searchwarrants on a violent suspect (above average); 3rd ranking are Crisis negotiationcapabilities (above average), Barricaded suspects (above average), Barricadedsuspects (above average), Hostage incidents (above average) 4th is Civildisturbance (above average), 5th Dealing with medical (Above average) and 6th isDeadly force (above average). 3. On the Issues and Concerns Affecting thePerformance of the Urdaneta City SWAT Team 3.1 Trainingopportunities. Rated “very urgent” under training opportunities are thefollowing issues and concerns: Police Academy Courses (4.33), Basic
  9. 9. tactical operations (4.66), Intermediate tactical operations (5.0) , Advancedtactical operations (4.66) , and Hostage rescue (4.66) while rated “urgent”are the Basic through advanced marksmanship (3.66) and Law enforcementsniping (3.66). 3.2 Operational factors. The variable support from thecommunity got the highest AWM of 4.33 with a descriptive rating of “veryurgent”. Leadership direction (4.0) and support of LGU (4.0), were bothrated “urgent”. Based on the findings, the following conclusions were drawn:1. The profile of the Urdaneta City SWAT in terms of organizationalstructure, budgetary support, and facilities/equipment support the need torespond to critical law enforcement incidents and high risk situations orspecial threat situations to protect the public with minimal human injury orloss of life; 2. While the Urdaneta City SWAT Team can be relied upon indealing with high risk situations, there is still room for improvement;3.There are very urgent issues and concerns affecting the performance ofthe Urdaneta SWAT Team relative to their training opportunities andoperational concerns that need to be addressed; 4 .The proposedintervention measures when implemented can address the needs identified.Based from the conclusions made, the following recommendations are highlyand thoughtfully forwarded. 1. The intervention measures proposed in thestudy is hereby recommended to improve the performance of the UrdanetaCity SWAT Team; 2. The Urdaneta City SWOT Team should be encouragedto train as much as time and budget considerations will permit; 3.To carry
  10. 10. out the frontline duties of SWAT operational members they should havemaximum support available and the minimal intrusion of administrativeprocesses. These services involve applying human resource, financial andbudget management, rostering and general administrative functions,security system management and property maintenance services in supportof the Command; and 4. The SWAT members should be advancingthemselves in making use of information technology as multitude of freeinformation on ttactical information is readily available on the internetspecifically on gun and tactical web sites, discussion forums, training videos,media, blogs, and firearms. The PNP can also have a regular subscription ofSWAT magazine so that the team will be constantly updated of the latestdevelopments in the field in this information age.
