The PNP has a separate Vision, Mission for which the ICT programs was Formulated; The mandate of PNP-ICT consisted of six dimensions: a) Publication of 1st information and Communications Technology Assessment (ICT):Published on November 2009 b) Formulation of PNP ICT Security Manual; c) Formulation of DICTM Administrative and Operational Manual; d) Implementation of On-line Information and Computer Literacy Campaign thru PNP Website and its Linkages; e) Procurement of Computer Sets; f) Acquisition of Handheld, Base and Mobile Radios; and g) Formulation of ICT Policies; The four ICT priority projects are the following: E-Blotter System, E-Rogue Gallery System, Document Management System, and Data Warehousing; and the ten point ICT agenda are the following: ICT Policy Agenda, ICT Organizational Development Plan, ICT Research and Development Agenda, . ICT Communication/Advocacy Plan (ICTCAP), Systems Integration Plan, ICT Training Plan, Procurement Plan, Special ICT Projects, . ICT Administrative Plan and ICT Strategic Partnership and Network Plan. The plans and programs include the following components: Strategic Plan (ISSP) consists of a) Reviews and updates existing PNP Information System Strategic Plan (ISSP); and b) Develops and updates PNP Telecommunication Systems Strategic Plan and integrate it to the PNP ISSP; c) Formulate implements and reviews policies and guidelines on Information Security and Cybercrime law enforcement; d) Coordinates with other government, non-government and foreign organizations on ICT matters; e) Reviews and updates existing ICT policies and guidelines of the PNP as necessary; f)

Systems Integration and Management Division (SIMD) is responsible for the following: a) Set policy agenda on Systems Integration for policy formulation, implementation and evaluation; b) Formulates, supervises and evaluates the implementation of plans and programs on Information Systems integration and management; c) Formulates, supervises and evaluates the implementation of plans and programs for standardization of Information System and Telecommunications codes, variables and parameters; d) Formulates plans and policies for the integration of PNP- wide communications system; e) Formulates, supervises and evaluates the implementation of plans and programs for telecommunications and electronics projects and activities; f) Manages the radio frequency spectrum allocated to the PNP; and g) Performs other tasks as directed by TDICTM. Research and Development Division (RDD) is also tasked to: a) Set agenda for research on Information and Communications Technology for the PNP; b) Formulates, supervises and evaluates the implementation of plans and programs on ICT standardization of codes, variables and parameters; c) Formulates, supervises and evaluates the implementation of research- related projects; and d) activities in support to the formulation, review and updates of the PNP Information Systems. Telecommunication Systems Strategic Plan includes the following: a) Formulates, supervises and evaluates the implementation of plans and programs for standardization of Information Systems and Telecommunications codes, variables and parameters; b) Conduct research and development on latest Information and Communications Technology products and services; d) Reviews, evaluates and
  • Lyceum-Northwestern University Graduate Studies Page recommends approval of data and communications system design and integration for the PNP; e) Formulate, supervises and evaluates the implementation of plans and programs for ICT education and training; f) Conducts literacy and awareness programs on latest ICT products and services that are applicable to the PNP; and g) Maintains library of references on ICT standardization. The Information Technology Management Service (ITMS) being the premier unit responsible for the implementation of all IT related projects of the PNP, and in accordance with the PNP’s Eight Foundation Initiatives, has formulated its courses of action for Doing and training in the Basics CY 2011 towards the attainment of its mission and vision as herein enumerated: Computer Literacy Program, Capability Enhancement Program, Police Information and Continuing Education, Online Publication via the PNP Website. IT Equipment Standardization and Equipage has the following plans: a). Setting the pace towards the standardization of ICT equipment specifications through the PNP UESB and NAPOLCOM, ITMS shall assist DICTM in this endeavor; b) Continuous IT Audit and Assessment and Development of Information Systems. Initial accomplishment of E-Blotter. The PNP Directorate conducted nationwide five Users Training on E-Blotter. Launching of which were already conducted in PRO 3, 4A, 7, 13 and ARMM. A total of 231 PNP personnel were already trained, of which, 20 personnel are from PRO 3, 148 personnel from PRO 4A, 12 personnel from PRO 7, 6 personnel from PRO 13 and 44 personnel from NCRPO. Further, only one (1) IT Officer of PRO 8 was trained by the training team at the DIDM Conference Room. Effects of Police Community Partnership. the use of IT as a bridge into effective community interaction and feedback. The PNP website shall also serve as venue for online interactions with the police and the community. ITMS
  • Lyceum-Northwestern University Graduate Studies Page shall update and enhance the PNP webpage to improve interaction with visitors such as: Online crime reporting system, Forum and discussion site, Wanted persons, Missing persons, Online information on Police services such as FEO, SOSIA, and MVCO licensing; and · Other police services information/interaction Based on the observations and documentary analysis made by the researcher, the following are his conclusion. 1) The PNP has a timely and updated vision, mission, mandate which was used as basis for prioritizing their ten point agenda and determining the priority projects to be implemented; 2) There are some driving factors which are forcing the police to look at integrating ICTs in their work. The first imperative is technology driven. Much of police work is actually processing information. Hence it is natural that ICTs would be of great benefit; 3) PNP is driven to invest in ICTs to increase their capacity to store and process large volumes of data; to improve their intelligence and investigative capabilities; and to provide ready access to criminal records and other crime-related information; 4) Some of the most significant components of the E-Blotter are the E-Warrant and E-Rouge. The said components will create a database for all criminal elements who have committed offenses together with all their viable information and photos. Based on the conclusions, the following recommendations are forwarded: 1) Given the fact that the police will have to face more challenges it is imperative that ICTs must become an integral part of the police force as greater emphasis will be put on the police accountability and transparency functioning and the increased load on the police force facing pressure from all the stakeholders for detection, investigation, and prevention of crime; 2) The reliance on ICTs necessitates the PNP to recruit/develop specialists in the collection and analysis of information; 3)
  • Lyceum-Northwestern University Graduate Studies Page The PNP should provide budget for the acquisition of hardware and training of the PNP personnel and their community partners; 4) The immediate implementation of the e- Blotter as an essential tool for strategizing anti-criminality movements and mapping out peace and order.
