Isolation of Variables
It is extremely difficult to isolate behaviour change from other variables e.g. external temperature, visitor numbers.
Real Time Information
RTI is a prompt and an enabler, but behaviour transformation needs more than this.
People
Individuals are most likely to change their behaviour when they are interacting positively with other people.
Management
Individuals need to see the organisation acting in the same way that they are being asked to behave.
