          • “ We suggest that untended behavior…leads to the breakdown of community controls. A stable neighborhood of families who care for their houses, mind each other’s children, and confidently frown on unwanted intruders can change, in a few years or even a few months, to an inhospitable and frightening jungle. A piece of property is abandoned, weeds grow up, a window is smashed…Families move out, unattached adults move in…Litter accumulates. People start drinking in front of the grocery store; in time, an inebriate slumps to the sidewalk and is allowed to sleep it off. Pedestrians are approached by panhandlers.”

          • “ This condition, which we will term disorder , has a social and physical dimension.         • Marketing message: “Downtown Jacksonville is Jacksonville’s center of culture and art, and is an exciting place to be.”
        • Target existing visual blight -- skyway, buildings, other structures
      • Conquest marketing
        • Target entrepreneurial and creative communities in more enriched urban markets
        • Develop a package of assistance tools for relocating small businesses
      • Target perceived difficulty of parking and moving around the Downtown
        • Integration of transportation and parking options
        • 21 st century program/payment vehicles
