    2. Background
      • DCLG Digital Challenge and DC-10 had a significant focus on environment
      • Recognition of climate change as the greatest challenge facing all communities and ICT as the most significant driver of economic, social and cultural change in the past twenty years
      • But previously little systematic work looking at citizen and business use of ICT in climate change context
      • Post Digital Challenge, new drivers increase the imperative:
      • Political desire for sustainability model that is not just ‘do less’, but ‘enabling more’
      • New technology will not arrive soon enough to achieve targets – “…80% of the refrigerators bought in 2007 will still be in operation in 2020; less than 1/3 of the industrial and utility infrastructure in place today will be renewed by 2020; and more than 20% of the cars bought in 2007 will still be on the road in 2020” Cap Gemini 2007
      • Behaviour change is of increasing importance , with households responsible for 25-30% CO2
      • Personal Carbon Allowances and Smart Meters examples of policy targeting behaviou r change
    3. DIGS Taskforce Overview
      • Led by Manchester City Council, with public-private membership including LAs, MNCs, VCS, SMEs, Universities, Think Tanks
      • Remit will prospectively include:
      • Developing public-private-voluntary sector consensus on a the framework and content of how ICT can support efforts to tackle climate change
      • Action research pilots to deliver an evidence base for prototype green ICT products and services, including measurable emissions reductions from ICT activity
      • Funding proposals to European and domestic institutions to finance action research pilots
      • Authoritative independent voice in the debate within ICT sector and environment debate, commenting on issues and developments
    4. DIGS Vision
      • A replicable neighbourhood model that uses ICT to help deliver a step-change reduction in net emissions for all communities
    5. DIGS Approach: ICT’s environmental impact
      • First systematic proposals looking end to end how ICT can support a green paradigm shift, as identified as needed by policy makers and others, in the coming years:
      • First-order effects: directly related to ICT and incorporating all environmental impacts resulting from covering production, use and disposal of ICTs
      • Second-order effects : indirect, relating to the emissions impact of changes in consumer and business processes caused by the introduction of new ICT applications, e.g. reducing transport use through enhanced teleworking
      • Third-order effects : indirect, relating to the emissions impact of higher economic growth, driven by technology - e.g. “Google Energy”
      ICT that is more energy efficient ICT that enables new energy efficient processes ICT that drives new values and behaviours
    6. DIGS Areas for Examination: Examples
      • DIGS will develop a programme that addresses the three orders of ICT impact, mapped against household and SME lifestyles. Examples of areas for inquiry include:
      • 1 st Order: Green ‘PC’ Service – Look at next generation thin clients. Alternative to a PC, using 75% fewer resources in production, 98% less electricity in its operation and lasts 3 times as long. Accessible from multiple devices (mobile, PDA, PC, TV) with broadband connections and integrates with existing PC networks
      • 2 nd Order: Home energy management service – Look at shift from ‘energy input’ model of utility smart meters, to ‘energy performance’ assessment with integrated information on household energy use, appliance energy performance and household energy loss, with intelligence in management
      • 3 rd Order: Green Neighbourhood Network – Examine how local social networks can change values, including user generated docs, movies etc., as well as local public service content e.g. green updates, energy efficiency tips etc.
    7. DIGS Member Interest
      • Groundswell of interest from all sectors in participation:
      • Private sector interest in membership includes Sainsbury’s plc, BT plc, Tesco plc, Cisco plc, Pepsico plc, Hewlett Packard plc, Deloittes, eBay plc
      • Public sector interest in membership includes Birmingham City Council, Bristol City Council, London Borough of Ealing, Stafford Council, Environment Agency
      • Academic interest in membership includes University of Salford, University of Birmingham, University of Bristol, University of Coventry, London Metropolitan University
      • International interest in affiliate membership includes Institute of Broadband Technology (Belgium), City of San Francisco (USA), Romania Telecom
