THE HUMAN RIGHTS COUNCIL,
Bearing in mind that over two thirds of the world’s 785 million low literate people are located in eight countries (China,
Ethiopia, India, Bangladesh, Indonesia, Nigeria and Pakistan),
Cognizant of two thirds of low literate adults are women; excessively illiterate rates are focused in three regions, South and
West Asia, the Arab states, and Sub-Saharan Africa, where approximately one-third of the men and the half of all women
are illiterate,
Recognizing the need for people to receive basic education for betterment of their future,
Mindful of the need to promote the importance of people’s literacy programs,
Wishing to prevent racism in education by increasing the literacy rate in countries, where are facing extreme low literacy
rate.
1. Encourages all countries to honestly consider their approaches to withdrawal of being racist to understand each
other’s problems and issues in circumstances of racism in education;
2. Seeks to enhance the deplorable situation of the state owned educational organizations by motivating people to strive
for the teaching career in developing nations with systems and methods such as but not restricted to:
a. The improvement of the behavior toward the teachers by different ways such as:
i. Raising their wages by 8 percent to all the teachers,
ii. Providing free healthcare and other advantages to all the teachers,
iii. Allowing all the teachers to be free of income taxes,
b. Additional improvement of the behavior toward the teachers engaging in careers in remote areas with
courses of action such as:
i. Supplying extra monetary allocation,
ii. Allowing all the teachers to return to their homes once in every four months;
3. Calls for all the governments to promote the current issue in all eight countries and increase the literacy rate:
a. Advertising or publicizing it on numerous medias about the issue to further help fundraising and grow
donations of used school supplier and other educational materials such as:
i. CNN,
ii. BBC,
iii. CCTV,
iv. New York Times,
b. Gathering volunteers who are involved in giving lectures to low literate adults about the significance of
being literate as this will considerably encouraging the people to take part in learning to read and write as
well as preventing racism toward the other countries;
4. Asks to provide resources that are needed to study groups and classes to make the circumstances of low literacy
better in the way of:
a. Supplying shelters and houses to the study groups and classes with methods such as but not restricted to:
i. Buying materials such as desks, chairs, bookshelves by the local government, which will be
utilized in rustic regions,
b. Purchasing learning requirements or necessities such as but not restricted to:
i. Books,
2. ii. Writing utensils;
5. Trusts that all members of countries will actively conduct and perform this resolution.
