  • AHMP Prerequisites
    2003-05, Nobles County completed first All-Hazard Mitigation Plan
    Update began in 2009
    All cities in Nobles County participated
  • AHMP Planning Process
    July 2009: All-Hazard Mitigation Planning Team organized and reviewed existing plan
    December 2009 : Planning Team met to ID local Hazards
    March 2010: Planning Team discussed specific mitigation items
    March 2010: Cities participating in NFIP met with SRDC, EM & Watershed Districts to discuss the NFIP and requirements to maintain compliance, as well as potential mitigation items
    The Nobles County All-Hazard Mitigation Plan is intended to protect residents and infrastructure from natural and human-caused hazards, while continuing to foster a healthy economy and environment by maintaining fiscal responsibility and quality services.

    FEMA requires that the plan “analyzes a comprehensive range of specific mitigation actions and projects being considered to reduce the effects of each hazard…”
    Generally of 5 types:
    • Prevention
    • Property & Natural Resources Protection
    • Public Education & Awareness
    • Structural Projects
    • Emergency Services
  • AHMP Mitigation Strategy
    A.1.a.3 Harden utilities, require local electrical distribution lines to be buried where feasible.
    A.1.a.4 Use road design and living snow fences to help control snow on roadways.
    A.1.b.1 …Construct at least one new safe room or improve warning system in one community each year.
  • AHMP Plan Maintenance
    Asking you to recommend the County Board submit the Nobles County All Hazard Mitigation Planupdate to HSEM & FEMA.
    The AHMP is NOT regulatory!
    County Emergency Management responsible to implement & update w/in 5 years
    FEMA requires “a process by which local governments incorporate…the mitigation plan into other planning mechanisms such as comprehensive or capital improvement plans…”
