Ulaanbaatar Public Library - 1• Established in 1980• Centralized all public library, all reading rooms to UPL Administration in 1986, then more than 20 branches• Today: 4 branches, 80 staffs, 450000 resources• CPL automation started in 1998 using Softlink Alice• CPL Internet connection started in 1999 by Canada IDRC support• Still, no internet, no LIS software to branch libraries SESSION NAME: IS THIS MONGOLIAN PUBLIC LIBRARY REALLY A “PUBLIC LIBRARY”?
  • 4. Ulaanbaatar Public Library - 2• Library Borrower Barcode Card used : 1999 - 2005• No Card. Local Programming on Borrower Photo Identification and PIN code : since 2005• Free Internet service : since 2002• American Corner : since 2004 – by cooperation USEmbassy• Reading room with Braille books : since 2006• Open stacks : since 2008• DAISY Digital Talking books : since 2010 - by EIFL-PLIP• Koha open source, web based LIS : since May 2011 by KOICA• Still, no new services, no open stacks in branch libraries, all above only in Central Public Library SESSION NAME: IS THIS MONGOLIAN PUBLIC LIBRARY REALLY A “PUBLIC LIBRARY”?

Ulaanbaatar Public Library - 3• Onsite reading is free, and• Count all books in-house reading, so library circulation statistic is so high (Check-out /reader self/ and check-in /by librarian/)• Fee based Annual Reader Registration: depending by age 1000-3500 tugrik• Fee based Daily Home Loan: each title each night 100 tugrik• Check-out and check-in for home loan• Lost and missed books are circulation librarian’s responsibility and charge• Book displays are in glass shelf• No Volunteers, No Part time staff, No Assistant• No Library Friends• Still, keeping 80-90th service environment at Central and Branch Libraries SESSION NAME: IS THIS MONGOLIAN PUBLIC LIBRARY REALLY A “PUBLIC LIBRARY”?
